         Senate File 27, by Lind, a bill for  an act expanding the
    definition of operating while intoxicated to include operating while
    under the influence of any substance which impairs the mental or
    physical faculties to a degree which impairs the ability of the operator
    to operate a motor vehicle and making penalties applicable.

         Read first time and passed on file.

         Senate File 28, by Lind, a bill for  an act relating to civil
    rights actions, providing a right to jury trial in certain such actions,
    and providing related matters.

         Read first time and passed on file.



                                   QUORUM CALL

         Senator Horn requested a non record roll call to determine that a
    quorum was present.

         The vote revealed 45 present, 5 absent and a quorum present.
