Thats a pretty simple concept, if you think about it. Allow us to
succeed. Give us the tools to be winners. I believe it is a very
positive approach to governing. I have tried and will attempt to
continue to follow it. I encourage each of you to use it as your
guiding principal when facing tough issues.
The people of Iowa expect us to work together to develop public
policy that improves their quality of life and encourages them to
succeed. Democrats and Republicans, the Senate and the House, The
Legislature and the Governor -- Iowans expect us to work together.
We have made progress in this area of cooperation; spending limits
on the state budget, welfare reform, job creation. In each of these
areas, and more, we have worked together and found solutions that are in
the interests of our state, not one political party or one politician.
There is still much more to do. While our state budget is on the mend
and unemployment is relatively low, pay for our workers is not
increasing. Our challenge is to develop opportunities to create wealth
in Iowa -- products developed in Iowa, manufactured in Iowa, and sold in
Iowa and around the globe. It is an opportunity right in front of us to
push Iowa into an era of economic prosperity.
With prosperity will come another solution that Iowans crave --
reduce their tax burden. It is a goal we all share. The state must
meet its obligations to its citizens, and Iowans must feel their
economic outlook is brighter. If those two things are within sight,
then the tax burden on Iowans can be reduced.
A fundamental obligation of government is to provide safety. We
must continue to develop solutions that prevent crime and punish
criminals. The people of Iowa demand it, and they deserve safe streets
and neighborhoods.
In every instance, whether it be creating wealth, reducing taxes,
or preventing crime, the guiding principal remains the same -- empower
Iowans to succeed.
If we work together, with this goal always in the back of our
minds, we will be successful, and more importantly, Iowans will be
successful in the years to come.
I look forward to the challenges ahead and working with you to
create opportunities for Iowans. I wish you the very best this session,
and want you to know my door is always open.
