                    Des Moines, Iowa, Monday, January 9, 1995



         Pursuant to chapter two (2), sections two point one (2.1) and two
    point three (2.3), Code of Iowa, the 1995 Regular Session of the
    Seventy-sixth General Assembly convened at 10:09 a.m., and the Senate
    was called to order by President Leonard L. Boswell.

         Prayer was offered by Reverend Boyce Rogers, pastor of the
    Reorganized Church of Jesus Christ of Latter Day Saints, Lamoni, Iowa.

                             OPENING REMARKS BY THE

                             PRESIDENT OF THE SENATE

         President Boswell addressed the Senate with the following remarks:

         A moment of silence, please, in remembrance of former Senator Dale
    L. Tieden.

         Thank you Mr. Chief Justice, Majority Leader, Senator Horn,
    Minority Leader, Senator Rife, fellow Senators and honored guests.

         I wish to recognize the most special person in my life, my wife
    Dody.

         I want to welcome you as we begin the 76th General Assembly of
    Iowa.  I especially want to welcome all the new members of our Senate
    family here today; newly elected Senators and their families, staff and
    pages.  I appreciate the effort made by each member of the Senate and
    the work of our staff towards our business here.  I look forward to
    working with all of you.

         Each session is unique and challenging.  The first session of the
    76th General Assembly will take on a personality of its own.  We will
    face many issues and look for common ground to address them.

         This task, representing our fellow Iowans, is an awesome
    responsibility.  We should take it seriously and approach each issue
    thoughtfully.  Iowans have sent us a very clear message. They want their
    government guided by one principal -- empower Iowans to be successful.
