Gipp of Winneshiek asked and received unanimous consent that
House File 54 be immediately messaged to the Senate.
EXPLANATION OF VOTE
I was necessarily absent from the House chamber on Thursday,
February 9, 1995. Had I been present, I would have voted "aye"
on Senate File 32; amendments H-3031, H-3037, H-3041, H-3043,
H-3052, H-3056, H-3073 to H-3009 to Senate File 13; and "nay" to
Senate File 17, to rule 39A - suspension, and to final passage
of Senate file 13.
