INTRODUCTION OF BILLS House File 78, by Jochum and Fallon, a bill for an act relating to the partial financing of campaigns for state office from income tax revenues, providing limitations on the amounts that candidates for state office may expend on campaigns, providing for public matching funds for state campaigns and a standing appropriation, providing penalties, and providing effective dates. Read first time and referred to committee on state government. House File 79, by Jochum and Fallon, a bill for an act providing for voluntary limitation of campaign expenditures and contributions for certain elective officers, providing for disclosure for candidates who do not elect to voluntarily limit campaign expenditures and contributions, and providing penalties and an effective date. Read first time and referred to committee on state government. House File 80, by Millage, a bill for an act applying the death penalty or life imprisonment to public offenses classified as capital murder, by establishing criteria for the offense of capital murder, by providing a minimum age for imposition of a death sentence, by providing for review of death sentences, by providing for execution by lethal injection, by amending the rules of criminal procedure, and by providing for the Act's applicability. Read first time and referred to committee on judiciary. House File 81, by Myers, a bill for an act relating to motorcycle education and providing an effective date and a retroactive applicability provision. Read first time and referred to committee on transportation. House File 82, by Cohoon, a bill for an act requiring mandatory deposits on plastic milk jugs.
