1 2 BY (PROPOSED COMMITTEE ON SMALL BUSINESS, ECONOMIC
1 3 DEVELOPMENT, AND TOURISM RESOLUTION BY CHAIRPERSON
1 4 HANSEN)
1 5 A Concurrent Resolution requesting that Iowa's
1 6 congressional delegation support guaranteed state
1 7 legislative involvement in the reorganization,
1 8 implementation, and funding of federal workforce
1 9 development and job training programs in the states.
1 10 WHEREAS, Congress is considering significant changes in the
1 11 manner in which workforce development and job training
1 12 programs are administered and funded; and
1 13 WHEREAS, several proposed changes would restrict or bypass
1 14 the legislature in the allocation of federal funds by
1 15 providing the federal funds directly to the governor or the
1 16 state agencies responsible for the programs; and
1 17 WHEREAS, it is the constitutional prerogative of the
1 18 legislature to appropriate funds for expenditure by state
1 19 agencies; and
1 20 WHEREAS, the legislative process allows for public
1 21 participation and the presentation of differing perspectives
1 22 on workforce development and job training programs that is
1 23 lacking in the executive branch; NOW THEREFORE,
1 24 BE IT RESOLVED BY THE SENATE, THE HOUSE OF REPRESENTATIVES
1 25 CONCURRING, That the General Assembly strongly urges the
1 26 members of Iowa's congressional delegation to support
1 27 provisions in any legislation regarding the manner in which
1 28 federal workforce development and job training programs are
1 29 administered and funded requiring that federal block grant
1 30 funds for workforce development or job training programs be
1 31 appropriated by the states' legislatures according to the laws
1 32 and procedures applicable to the appropriation and expenditure
1 33 of states' own revenues; and
1 34 BE IT FURTHER RESOLVED, That the Secretary of the Senate
1 35 shall send copies of this Resolution to each member of Iowa's
2 1 congressional delegation.
