1 4 A Senate resolution requesting a review of the legislative
1 5 rules comprising the legislative session timetable
1 6 for requesting, considering, and debating bills and
1 7 resolutions.
1 8 WHEREAS, the Iowa General Assembly's session timetable
1 9 known informally as the "funnel" is recognized as an effective
1 10 tool for managing the large number of legislative proposals
1 11 offered each year for legislative consideration; and
1 12 WHEREAS, committee assignment and consideration of bills
1 13 and resolutions are integral to the functioning of the
1 14 timetable; and
1 15 WHEREAS, committee consideration requires adequate time for
1 16 committee members to review proposed legislation assigned to
1 17 committee and to complete subcommittee work; and
1 18 WHEREAS, during the 1996 legislative session, a number of
1 19 bills and resolutions of importance offered by legislators,
1 20 state agencies, and the governor were not delivered for
1 21 introduction or filing until just prior to the final date for
1 22 voting bills out of committee of the house of first referral;
1 23 NOW THEREFORE,
1 24 BE IT RESOLVED BY THE SENATE COMMITTEE ON HUMAN RESOURCES,
1 25 That the Senate is urged to review the legislative timetable
1 26 for requesting, considering, and debating bills and
1 27 resolutions in order to increase the length of time available
1 28 for committee consideration following referral or
1 29 introduction; and
1 30 BE IT FURTHER RESOLVED, That the Senate specifically review
1 31 the time available for the drafting and final preparation of
1 32 bills and resolutions by the legislative service bureau and
1 33 the deadlines for requesting and drafting of bills and
1 34 resolutions.
