1 1 SENATE CONCURRENT RESOLUTION NO.
1 2 BY (PROPOSED COMMITTEE ON APPROPRIATIONS RESOLUTION
1 3 BY CHAIRPERSON MURPHY)
1 4 A Concurrent Resolution requesting that Congress
1 5 introduce legislation providing for state
1 6 sovereignty through the low-cost financing of
1 7 debt and needed capital projects by state and
1 8 local governments.
1 9 WHEREAS, the State of Iowa has consistently supported
1 10 legislation that has been in harmony with the needs of the
1 11 federal government as well as the state and local governments;
1 12 and
1 13 WHEREAS, the demands for infrastructure, including sewers,
1 14 roads, public buildings, and other capital assets, which are
1 15 provided through federal, state, and local governments are not
1 16 being met due to the lack of money; and
1 17 WHEREAS, American taxpayers are already heavily burdened
1 18 with various taxes; and
1 19 WHEREAS, governmental entities must from time to time issue
1 20 bonds to finance capital projects that are necessary to ensure
1 21 the health and welfare of the citizens of the State of Iowa;
1 22 and
1 23 WHEREAS, the sovereignty proposal currently under
1 24 discussion would make interest-free loans available to states
1 25 and local governments from federal government funds, which
1 26 must be used for building and repairing capital assets and for
1 27 paying off existing debt; and
1 28 WHEREAS, if federal legislation is properly written and
1 29 implemented, the sovereignty proposal has the potential of
1 30 saving citizens an enormous amount of taxes, building needed
1 31 infrastructure, increasing employment, and reducing federal,
1 32 state, and local government deficits and debts; NOW
1 33 THEREFORE,
1 34 BE IT RESOLVED BY THE SENATE, THE HOUSE OF REPRESENTATIVES
1 35 CONCURRING, That the General Assembly of the State of Iowa
2 1 supports the concept of the sovereignty proposal and joins
2 2 with other states in requesting that the Congress of the
2 3 United States introduce the formal legislation necessary to
2 4 generate national debate on the proposal; and
2 5 BE IT FURTHER RESOLVED, That following public discussion of
2 6 the proposal, the General Assembly of the State of Iowa will
2 7 be better able to determine the full merits of the proposal
2 8 and will advise the members of Iowa's congressional delegation
2 9 accordingly; and
2 10 BE IT FURTHER RESOLVED, That copies of this Resolution be
2 11 transmitted to the Speaker of the United States House of
2 12 Representatives, the President of the United States Senate,
2 13 and all of the members of Iowa's congressional delegation.
