1 1 Section 1. Section 455B.306, Code 1995, is amended by
1 2 adding the following new subsection:
1 3 NEW SUBSECTION. 11. A city council or county board of
1 4 supervisors governing an area which has a comprehensive plan
1 5 for solid waste disposal shall enact an ordinance prohibiting
1 6 public and private haulers from transporting or disposing of
1 7 solid waste outside of the boundaries of the solid waste
1 8 planning area without the written consent of the local
1 9 planning agency for that area.
1 10 EXPLANATION
1 11 This bill provides that a city council or county board of
1 12 supervisors governing an area which has a comprehensive plan
1 13 for solid waste disposal shall enact an ordinance prohibiting
1 14 public and private haulers from transporting or disposing of
1 15 solid waste outside of the boundaries of the solid waste
1 16 planning area without the written consent of the local
1 17 planning agency for that area.
