1 1 SENATE RESOLUTION NO.
1 2 By COMMITTEE ON HUMAN RESOURCES
1 3 A Senate Resolution requesting a review of the legislative
1 4 rules comprising the legislative session timetable
1 5 for requesting, considering, and debating bills and
1 6 resolutions.
1 7 WHEREAS, the Iowa General Assembly's session
1 8 timetable known informally as the "funnel" is
1 9 recognized as an effective tool for managing the large
1 10 number of legislative proposals offered each year for
1 11 legislative consideration; and
1 12 WHEREAS, committee assignment and consideration of
1 13 bills and resolutions are integral to the functioning
1 14 of the timetable; and
1 15 WHEREAS, committee consideration requires adequate
1 16 time for committee members to review proposed
1 17 legislation assigned to committee and to complete
1 18 subcommittee work; and
1 19 WHEREAS, during the 1996 legislative session, a
1 20 number of bills and resolutions of importance offered
1 21 by legislators, state agencies, and the governor were
1 22 not delivered for introduction or filing until just
1 23 prior to the final date for voting bills out of
1 24 committee of the house of first referral; NOW
1 25 THEREFORE,
1 26 BE IT RESOLVED BY THE SENATE, That the Senate is
1 27 urged to review the legislative timetable for
1 28 requesting, considering, and debating bills and
1 29 resolutions in order to increase the length of time
1 30 available for committee consideration following
2 1 referral or introduction; and
2 2 BE IT FURTHER RESOLVED, That the Senate
2 3 specifically review the time available for the
2 4 drafting and final preparation of bills and
2 5 resolutions by the legislative service bureau and the
2 6 deadlines for requesting and drafting of bills and
2 7 resolutions.
