1 1 SENATE RESOLUTION NO. ___
1 2 BY BLACK, BOSWELL, FINK, and McLAREN
1 3 (COMPANION TO LSB 4409HH BY CHURCHILL)
1 4 A Resolution urging the United States government to
1 5 reassess its policy relating to the dispute between
1 6 the People's Republic of China (mainland communist
1 7 China) and the Republic of China (ROC) on Taiwan.
1 8 WHEREAS, the Republic of China on Taiwan
1 9 established a sister state relationship with the State
1 10 of Iowa on September 25, 1989, and is a valued trading
1 11 partner of the United States; and
1 12 WHEREAS, the Republic of China on Taiwan is a
1 13 paradigm example of the success of a market-based
1 14 economic system and of an open political system; and
1 15 WHEREAS, the People's Republic of China has been
1 16 escalating its threatening rhetoric and propaganda
1 17 directed at the Republic of China on Taiwan; and
1 18 WHEREAS, the Senate is justifiably concerned with
1 19 the security of the citizens and government of the
1 20 Republic of China on Taiwan; and
1 21 WHEREAS, the Senate supports the efforts of the
1 22 Republic of China on Taiwan to become a fully
1 23 democratic nation; and
1 24 WHEREAS, it is the fervent hope and desire of the
1 25 Senate that the People's Republic of China will not
1 26 interfere with the Republic of China on Taiwan's
1 27 upcoming presidential election; NOW THEREFORE,
1 28 BE IT RESOLVED BY THE SENATE, That the United
1 29 States government reassess its foreign policy relating
1 30 to the People's Republic of China and take appropriate
2 1 actions in accordance with the Taiwan Relations Act,
2 2 22 U.S.C.A. } 3301(b), to send a clear message to the
2 3 leadership of the People's Republic of China that
2 4 disputes between the People's Republic of China and
2 5 the Republic of China on Taiwan should be dealt with
2 6 through peaceful negotiations rather than political
2 7 intimidation and threats of military confrontation.
2 8 BE IT FURTHER RESOLVED, That copies of this
2 9 Resolution be sent to the members of the Iowa
2 10 congressional delegation, the embassy of the People's
2 11 Republic of China in Washington, D.C., and the foreign
2 12 ministry of the Republic of China in Taipei, Taiwan.
