1 1 Section 1. Notwithstanding 401 IAC 1.6(6) and any contrary
1 2 provisions of chapter 123, prohibiting the use and consumption
1 3 of alcoholic beverages in public places, alcoholic beverages
1 4 may be used and consumed within the State Capitol at a social
1 5 event, to be held on Thursday, March 23, 1995, hosted and
1 6 organized in whole or in part by the Des Moines Rotary Club
1 7 and the Friends of Capitol Hill, Inc., if the person providing
1 8 the food and alcoholic beverages at the social event possesses
1 9 an appropriate valid liquor control license. For the purpose
1 10 of this section and section 123.95, the State Capitol is a
1 11 private place.
1 12 Sec. 2. EFFECTIVE DATE. This Joint Resolution, being
1 13 deemed of immediate importance, takes effect upon enactment.
1 14 EXPLANATION
1 15 This joint resolution authorizes the Des Moines Rotary Club
1 16 and the Friends of Capitol Hill, Inc., to serve alcoholic
1 17 beverages at a social event located in the State Capitol for
1 18 members of Rotary Club International of Iowa. The social
1 19 event is planned for Thursday evening, March 23, 1995. This
1 20 joint resolution will allow a temporary exception to the
1 21 general prohibition against the consumption of alcoholic
1 22 beverages in public buildings. The resolution takes effect
1 23 upon enactment which is the date of approval of the resolution
1 24 by the governor.
