1 1 Section 1. Section 902.2, Code Supplement 1995, is amended
1 2 by striking the section and inserting in lieu thereof the
1 3 following:
1 4 902.2 RECORD OF CLASS "A" FELON REVIEWED.
1 5 1. The board shall interview a class "A" felon as follows:
1 6 a. An initial interview after confinement for ten years.
1 7 b. A second interview after confinement for fifteen years.
1 8 c. A third interview after confinement for eighteen years.
1 9 d. A fourth interview after confinement for twenty years.
1 10 e. Annually, after the fourth interview.
1 11 2. If, in the opinion of the board, the person should be
1 12 considered for release on parole, the board shall recommend to
1 13 the governor that the person's sentence be commuted to a term
1 14 of years. If the person's sentence is so commuted, the person
1 15 shall be eligible for parole as provided in chapter 906.
1 16 EXPLANATION
1 17 This bill changes the time frame within which a person who
1 18 has been sentenced to life imprisonment is to be initially
1 19 interviewed by the parole board and establishes a schedule for
1 20 subsequent interviews of the inmate by the board. The bill
1 21 would require the initial interview to take place after 10
1 22 years, a second interview after 15 years, a third interview
1 23 after 18 years, and a fourth interview after 20 years. After
1 24 the fourth interview, inmates serving life terms would be
1 25 interviewed annually.
