  1  1    Section 1.  Section 173.2, unnumbered paragraph 1, Code
  1  2 1995, is amended to read as follows:
  1  3    A convention shall be held at a time and place in Iowa to
  1  4 be designated by the Iowa state fair board each year, not to
  1  5 be set before a complete year audit can be presented to the
  1  6 convention, to elect members of the state fair board and
  1  7 conduct other business of the board.  The board shall give
  1  8 sixty days' notice of the location of the convention to all
  1  9 agricultural associations and persons eligible to attend.  The
  1 10 convention shall be composed of:
  1 11    Sec. 2.  Section 173.5, Code 1995, is amended by adding the
  1 12 following new subsection:
  1 13    NEW SUBSECTION.  3.  The Iowa state fair board shall
  1 14 present a financial report to the convention.  The report is
  1 15 not required to include an audit, but shall provide an
  1 16 estimate of the accounts under the authority of the board.
  1 17    Sec. 3.  Section 173.19, Code 1995, is amended to read as
  1 18 follows:
  1 19    173.19  AUDITING OF ACCOUNTS.
  1 20    Prior to the annual convention, the The auditor of state
  1 21 shall annually examine and report to the executive council
  1 22 upon all financial affairs of the board.  
  1 23                           EXPLANATION
  1 24    This bill amends chapter 173 which provides for the
  1 25 establishment of the Iowa state fair and its administration by
  1 26 the Iowa state fair board.  Currently, a convention of
  1 27 delegates meets each year to elect a number of directors to
  1 28 the board.  Section 173.2 provides that the time and place of
  1 29 the convention must be set after the completion of an annual
  1 30 audit to be presented at the convention.  This bill eliminates
  1 31 the audit requirement, and provides that the auditor of state
  1 32 must examine the financial affairs of the board annually
  1 33 rather than prior to the convention.  The bill also requires
  1 34 that the board present financial information relating to the
  1 35 Iowa state fair authority to the convention.
