1 1 Section 1. NEW SECTION. 256.17 CAREER PATHWAYS PROGRAM.
1 2 1. If the general assembly appropriates moneys for the
1 3 establishment of a career pathways program, the department of
1 4 education shall develop a career pathways grant program,
1 5 criteria for the formation of ongoing career pathways
1 6 consortia in each merged area, and guidelines and a process to
1 7 be used in selecting career pathways consortium grant
1 8 recipients, including a requirement that grant recipients
1 9 shall provide matching funds or match grant funds with in-kind
1 10 resources on a dollar-for-dollar basis. A consortium shall
1 11 include one or more school districts and may include, but is
1 12 not limited to, parents and parent organizations,
1 13 representatives from elementary, secondary, postsecondary, and
1 14 vocational education institutions, appropriate state agencies
1 15 and departments, and business, labor, community service, and
1 16 nonprofit organizations. The department shall provide
1 17 assistance to consortia in planning and implementing career
1 18 pathways program efforts.
1 19 2. To be eligible for a career pathways grant, a career
1 20 pathways consortium shall develop a career pathways program
1 21 that includes, but is not limited to, the following:
1 22 a. Provision for an employability skills assessment to
1 23 public or nonpublic school students at the eighth and twelfth
1 24 grade levels. The employability skills assessment shall
1 25 measure employability skills that include, but are not limited
1 26 to, reading for information, applied mathematics, listening,
1 27 and writing.
1 28 b. Commitment to develop and implement, strengthen, and
1 29 enhance a relevant curriculum for the world of work, which
1 30 includes career paths leading to baccalaureate or associate
1 31 degrees, apprenticeships, or employment. The completed set of
1 32 courses for the career path should articulate with
1 33 postsecondary institutions. This curriculum shall be based on
1 34 the results of the employability skills assessment to ensure
1 35 student success in achieving basic skills for the workplace.
2 1 The commitment shall include a plan to alter the curriculum in
2 2 order to address deficiencies in the basic skills for the
2 3 workplace identified by the employability skills assessment.
2 4 c. Curricula designed to integrate academic and work-based
2 5 learning to achieve high employability skills by all students
2 6 related to career pathways. The curricula shall be designed
2 7 through the cooperative efforts of members of the consortia.
2 8 d. Involvement and recognition of local business, labor,
2 9 and community organizations as partners in the career pathways
2 10 program.
2 11 e. Provision for program accountability.
2 12 f. Provision for career guidance and exploration by the
2 13 tenth grade level.
2 14 g. Encouragement of team teaching within the school or in
2 15 partnership with postsecondary schools, and business, labor,
2 16 community, and nonprofit organizations.
2 17 h. Service learning opportunities for students.
2 18 2. Business, labor, and community organizations are
2 19 encouraged to market the career pathways program to the local
2 20 community and provide students with mentors, shadow
2 21 professionals, speakers, field trip sites, summer jobs,
2 22 internships, and job offers for students who graduate with
2 23 high performance records. Students are encouraged to
2 24 volunteer their time to community organizations in exchange
2 25 for workplace learning opportunities that do not displace
2 26 current employees.
2 27 3. In developing career pathways program efforts, each
2 28 consortium shall make every effort to cooperate with the
2 29 juvenile courts, the department of economic development, the
2 30 department of employment services, the department of human
2 31 services, and the new Iowa schools development corporation.
2 32 4. The area education agency and community college within
2 33 each merged area shall provide support services to assist the
2 34 planning and implementation of career pathways programs.
2 35 5. Not later than August 1, for the school year beginning
3 1 the preceding July 1, the board of directors of a school
3 2 district, or the authorities in charge of a nonpublic school,
3 3 or the board of directors of a community college may annually
3 4 file a written request with the department of education that
3 5 the department waive rules relating to vocational education
3 6 that have been adopted by the state board since the enactment
3 7 of the 1989 Iowa Acts, chapter 278. A request for a waiver
3 8 filed by the board of directors of a school district, the
3 9 authorities in charge of a nonpublic school, or board of
3 10 directors of a community college shall describe actions being
3 11 taken by the district, school, or community college to meet
3 12 the requirement for which the district, school, or community
3 13 college has requested a waiver.
3 14 6. The department of education shall direct and monitor
3 15 the progress of each career pathways consortium in developing
3 16 career pathways programs. By January 15, 1998, the department
3 17 shall submit to the general assembly any findings and
3 18 recommendations of the career pathways consortia, along with
3 19 the department's recommendations for specific career pathways
3 20 program efforts and for appropriate funding levels to
3 21 implement and sustain the recommended programs.
3 22 7. Notwithstanding section 8.33, unencumbered or
3 23 unobligated funds remaining on June 30 of the fiscal year for
3 24 which the funds were appropriated shall not revert but shall
3 25 be available for expenditure for the following fiscal year for
3 26 the purposes of this section.
3 27 8. A career pathways program is a comprehensive school
3 28 transformation program under section 294A.14.
