    appropriations for the fiscal year beginning July 1, 1994, and providing
    an effective date.

                           INTRODUCTION OF RESOLUTION

         Senate Concurrent Resolution 25, by Kibbie, a concurrent resolution
    urging the release of two United States citizens, including one Iowan,
