1 1 Section 1. There is appropriated from the general fund of
1 2 the state to the department of education for the fiscal year
1 3 beginning July 1, 1995, and ending June 30, 1996, the follow-
1 4 ing amount, or so much thereof as may be necessary, to be used
1 5 for the purpose designated:
1 6 COMMUNITY COLLEGE WORKLOAD INEQUITY REDUCTION &endash; PILOT
1 7 PROJECTS
1 8 For purposes of providing grants to community colleges ap-
1 9 proved for the establishment of pilot projects pursuant to
1 10 section 256.17:

1 12 Sec. 2. NEW SECTION. 256.17 PILOT PROJECTS TO REDUCE
1 13 FACULTY WORKLOAD INEQUITIES.
1 14 1. The department shall establish a faculty workload
1 15 inequity reduction program, and within the limits of funds
1 16 appropriated for the program, provide for the allocation of
1 17 grants to community colleges. A community college may
1 18 annually submit by May 1, plans and a proposed budget to the
1 19 department for approval of a pilot project that will reduce
1 20 the faculty workload inequities between faculty teaching
1 21 vocational subjects and faculty teaching academic subjects at
1 22 the community college. The state board shall adopt rules
1 23 under chapter 17A establishing criteria for approval of the
1 24 pilot projects and payment of the grants. Community colleges
1 25 approved for the establishment of pilot projects under this
1 26 section shall submit reports of the results of the pilot
1 27 projects to the department of education by October 1 of the
1 28 fiscal year following the fiscal year in which the grants are
1 29 received.
1 30 2. For fiscal years in which moneys are appropriated by
1 31 the general assembly for the purpose of conducting pilot
1 32 projects as approved by the department to eliminate workload
1 33 inequities at community colleges, the department of education
1 34 shall annually notify the department of revenue and finance by
1 35 September 1 of the amount necessary for each pilot project in
2 1 order to reimburse the community colleges for costs related to
2 2 the approved pilot projects.
2 3 3. Notwithstanding section 8.33, unencumbered or unobli-
2 4 gated funds remaining on June 30 of the fiscal year for which
2 5 the funds were appropriated to the department for purposes of
2 6 this section shall not revert but shall be available for
2 7 expenditure for the following fiscal year for the purposes of
2 8 this section.
2 9 Sec. 3. EFFECTIVE DATE. Section 2 of this Act, being
2 10 deemed of immediate importance, takes effect upon enactment.
2 11 EXPLANATION
2 12 This bill appropriates $2 million to the department of
2 13 education for the approval of pilot projects that are
2 14 established to reduce the faculty workload inequities between
2 15 vocational and academic subject areas offered by the community
2 16 college. A community college may submit plans and a budget to
2 17 the department for approval of a pilot project. The state
2 18 board shall adopt rules establishing criteria for approval of
2 19 the pilot projects and payment of the grants. Community
2 20 colleges approved for the establishment of pilot projects
2 21 shall report the results of the pilot projects to the
2 22 department by October 1 of the fiscal year following the fis-
2 23 cal year in which the grants are received. The bill provides
2 24 that moneys appropriated shall not revert but shall be
2 25 available in the following fiscal year for purposes of the
2 26 pilot projects.
2 27 Section 2 of the bill takes effect upon enactment.
