1 1 Section 1. There is appropriated from the general fund of
1 2 the state to the department of education for the fiscal year
1 3 beginning July 1, 1995, and ending June 30, 1996, the
1 4 following amount, or so much thereof as may be necessary, to
1 5 be used for the purpose designated:
1 6 COMMUNITY COLLEGE PART-TIME AND ADJUNCT FACULTY REDUCTION
1 7 GRANTS
1 8 For purposes of providing grants to community colleges with
1 9 approved plans for reducing the reliance on part-time faculty
1 10 pursuant to section 256.17:

1 12 Sec. 2. NEW SECTION. 256.17 COMMUNITY COLLEGE PART-TIME
1 13 FACULTY REDUCTION GRANTS.
1 14 1. The department shall establish a program that
1 15 encourages community colleges to reduce their numbers of part-
1 16 time and adjunct faculty members. A community college may
1 17 submit a plan and a budget for the reduction of the numbers of
1 18 part-time and adjunct faculty positions at the community
1 19 college to the department for approval. The state board shall
1 20 adopt rules under chapter 17A establishing criteria for
1 21 approval of the plans and payment of the grants.
1 22 2. For fiscal years in which moneys are appropriated by
1 23 the general assembly for the purpose of implementing programs
1 24 that meet the requirements of subsection 1, the department
1 25 shall notify the department of revenue and finance of the
1 26 approved amounts for each plan to be paid to the community
1 27 colleges for costs related to the approved plan. The plans
1 28 shall require that each community college receiving a grant
1 29 submit a report to the department on the progress made by the
1 30 community college in reducing the number of part-time and
1 31 adjunct faculty members.
1 32 3. Notwithstanding section 8.33, unencumbered or
1 33 unobligated funds remaining on June 30 of the fiscal year for
1 34 which the funds were appropriated to the department for
1 35 purposes of this section shall not revert but shall be
2 1 available for expenditure for the following fiscal year for
2 2 the purposes of this section.
2 3 EXPLANATION
2 4 This bill appropriates $2 million to the department of
2 5 education to establish a part-time and adjunct faculty
2 6 reduction program to provide for the allocation of grants to
2 7 community colleges. A community college may submit a plan and
2 8 a budget for the reduction of part-time faculty positions at
2 9 the community college to the department for approval. The
2 10 state board shall adopt rules under chapter 17A establishing
2 11 criteria for approval of the plans and payment of the grants.
2 12 The bill provides that moneys appropriated shall not revert
2 13 but shall be available in the following fiscal year for
2 14 purposes of the grants.
