1 1 Section 1. NEW SECTION. 70A.1A SALARY LIMITATIONS &endash;
1 2 CERTAIN DEPARTMENT HEADS AND SUBORDINATE OFFICERS AND
1 3 EMPLOYEES.
1 4 1. The directors, principal assistants, and employees of
1 5 the following departments, boards, and offices shall not
1 6 receive an annual salary which exceeds eighty percent of the
1 7 annual salary of the governor:
1 8 a. Iowa ethics and campaign disclosure board.
1 9 b. Department of commerce.
1 10 c. Department of general services.
1 11 d. Office of the governor.
1 12 e. Department of inspections and appeals.
1 13 f. Department of management.
1 14 g. Department of personnel.
1 15 h. Department of revenue and finance.
1 16 i. Office of state-federal relations.
1 17 2. The annual salaries of the deputy officers and
1 18 employees of the following state agencies shall not exceed
1 19 eighty percent of annual salary of the state agency's elected
1 20 principal officer:
1 21 a. Office of auditor of state.
1 22 b. Office of secretary of state.
1 23 c. Office of treasurer of state.
1 24 Sec. 2. SALARIES EXCEEDING LIMITS &endash; TRANSITION.
1 25 1. On the effective date of this Act, if the salary of an
1 26 officer or employee of the state departments and offices
1 27 exceeds the 80 percent limitation as specified in section 1 of
1 28 this Act, the salary of the officer or employee shall be
1 29 frozen at that pay rate until the officer's or employee's
1 30 salary is less than 80 percent of the applicable principal
1 31 officer's salary. When the officer's or employee's salary is
1 32 less than an amount which equals the 80 percent limitation,
1 33 the officer or employee may receive salary adjustments as
1 34 otherwise provided by law, but total annual salary shall not
1 35 exceed the 80 percent limitation.
2 1 2. This Act supersedes any contrary law or any collective
2 2 bargaining agreement which is not in effect before the
2 3 effective date of this Act.
2 4 Sec. 3. EFFECTIVE DATE. This Act, being deemed of
2 5 immediate importance, takes effect upon enactment.
2 6 EXPLANATION
2 7 The bill establishes annual salary limitations for certain
2 8 state agency heads and their employees at an amount not to
2 9 exceed 80 percent of the annual salary of the governor. The
2 10 state agencies are the ethics and campaign disclosure board,
2 11 department of commerce, department of general services, the
2 12 office of the governor, department of inspections and appeals,
2 13 department of management, department of personnel, department
2 14 of revenue and finance, and the office of state-federal
2 15 relations.
2 16 An 80 percent annual salary limitation also applies to the
2 17 deputy officers and employees of the office of auditor of
2 18 state, office of secretary of state, and office of treasurer
2 19 of state. The annual salaries of these officers and employees
2 20 are limited to 80 percent of the elected principal officer's
2 21 salary.
