PAG LIN 1 1 Section 1. Section 481A.65, Code 1995, is amended to read 1 2 as follows: 1 3 481A.65 LICENSES. 1 4 The directormay, after investigation, may issue to any 1 5 person a scientific collector's license, a wildlife salvage 1 6 permit, educational project permit, or a wildlife 1 7 rehabilitation permit. A scientific collector's license will 1 8 authorize the licensee to collect for scientific purposes 1 9 only, any birds, nests, eggs, or wildlife. A wildlife salvage 1 10 permit will authorize the permittee to salvage for educational 1 11 purposes, any birds, nests, eggs, or animals according to the 1 12 rules of the department. An educational project permit 1 13 authorizes the permittee to collect, keep, or possess for 1 14 educational purposes birds, fish or wildlife which are not 1 15 endangered, threatened or otherwise specially managed 1 16 according to the rules of the department. A wildlife 1 17 rehabilitation permit will authorize the permittee to possess 1 18 for rehabilitation purposes only, any orphaned or injured 1 19 wildlife according to the rules of the department. A person 1 20 to whom a license or permit is issued shall not dispose of any 1 21 birds, nests, eggs, or wildlife or their parts except upon 1 22 written permission of the director. The application for such 1 23 licenses and permits shall be made upon blanks furnished by 1 24 the department. The commission shall establish, by rule, the 1 25 tenure and applicable fee for each permit authorized in this 1 26 section. Each holder of a license or permit shall, by January 1 27 31 of each year, file with the department a report showing all 1 28 specimens collected or possessed under authority of the 1 29 license or permit. Upon a showing of cause the department may 1 30 enter and inspect the premises and collections authorized by 1 31 this section. A license or permit may be revoked by the 1 32 director, after due notice, at any time for cause. 1 33 Sec. 2. Section 483A.1, subsection 6, paragraph a, Code 1 34 1995, is amended by striking the paragraph. 1 35 Sec. 3. Section 483A.17, Code 1995, is amended to read as 2 1 follows: 2 2 483A.17 TENURE OF LICENSE. 2 3 Every license, except lifetime hunting and fishing 2 4 licenses, scientific collecting licenses, and falconry 2 5 licenses,shall beare valid from the date issued to January 2 6 10 of the succeeding calendar year for which it is issued. A 2 7 license shall not be issued prior to December 15 for the 2 8 subsequent calendar year. 2 9 EXPLANATION 2 10 This bill provides that the natural resources commission 2 11 shall establish the tenure and fees for scientific collector's 2 12 licenses, wildlife salvage permits, educational project 2 13 permits, and wildlife rehabilitation permits. Currently, the 2 14 scientific collector's license fees are set by law under 2 15 section 483A.1, subsection 6, and are valid for one year. 2 16 LSB 2252SV 76 2 17 tj/sc/14
