PAG LIN 1 1 Section 1. Section 261.2, subsections 10 and 14, Code 1 2 1995, are amended by striking the subsections. 1 3 Sec. 2. Section 261.81, Code 1995, is amended to read as 1 4 follows: 1 5 261.81 WORK-STUDY PROGRAM. 1 6 The Iowa college work-study program is established to 1 7 stimulate and promote the part-time employment of students 1 8 attending Iowa postsecondary educational institutions, and the 1 9 part-time or full-time summer employment of students 1 10 registered for classes at Iowa postsecondary institutions 1 11 during the succeeding school year, who are in need of 1 12 employment earnings in order to pursue postsecondary 1 13 education. The program shall be administered by the 1 14 commission. The commission shall adopt rules under chapter 1 15 17A to carry out the program. The employment under the 1 16 program shall be employment by the postsecondary education 1 17 institution itself or work in a public agency or private 1 18 nonprofit organization under a contract between the 1 19 institution or the commission and the agency or organization. 1 20An eligible postsecondary institution that is allocated fifty1 21thousand dollars or more for the work-study program by the1 22commission shall allocate at least ten percent of the funds1 23received for public interest student employment in a public1 24agency or private nonprofit organization that is approved for1 25off-campus employment under the federal college work-study1 26program or is part of the Iowa heritage corps established in1 27section 261.81A.The work shall not result in the 1 28 displacement of employed workers or impair or affect existing 1 29 contracts for services. Moneys used by an institution for the 1 30 work-study program shall supplement and not supplant jobs and 1 31 existing financial aid programs provided for students through 1 32 the institution. 1 33 Sec. 3. REPEAL. Sections 261.5, 261.26, 261.27, 261.46, 1 34 261.47, 261.49, 261.50, 261.86 through 261.91, and 261.98, 1 35 Code 1995, are repealed. 2 1 EXPLANATION 2 2 The bill repeals a number of unfunded programs administered 2 3 by the college student aid commission and strikes language 2 4 requiring a college or university that receives more than 2 5 $50,000 for the Iowa college work study program to allocate at 2 6 least 10 percent of its funding for off-campus public interest 2 7 student employment. 2 8 The unfunded programs repealed under the bill are as 2 9 follows: the displaced workers financial aid program; 2 10 programs for loan reimbursement payments for occupational 2 11 therapists, nurses, and for members of the national guard; and 2 12 the work for college and educational savings programs. Also 2 13 repealed are sections relating to optometry school contracts 2 14 for the right of 10 Iowa optometry students per academic class 2 15 to study in out-of-state colleges of optometry. 2 16 LSB 1939SV 76 2 17 kh/jw/5
