1 1 Section 1. NEW SECTION. 267.9 COLLEGE OF VETERINARY
1 2 MEDICINE &endash; LIVESTOCK HEALTH INITIATIVE &endash; APPROPRIATION.
1 3 For each fiscal year of the fiscal period beginning July 1,
1 4 1995, and ending June 30, 1997, there is appropriated from the
1 5 general fund of the state, to the state board of regents for
1 6 the Iowa state university college of veterinary medicine one
1 7 million five hundred thousand dollars for purposes of
1 8 educating veterinary students and postgraduates and assisting
1 9 licensed veterinarians, specializing in livestock health and
1 10 food animal practice. The moneys shall be expended for
1 11 purposes relating to improving livestock health and
1 12 production, including but not limited to teaching specialized
1 13 skills, expanding infectious disease research, improving
1 14 methods for the dissemination of diagnostic information and
1 15 other health care data, creating safer meat products, and
1 16 increasing the transfer of research results to Iowa companies
1 17 involved in livestock health and production. Moneys shall be
1 18 expended only after the college receives recommendations for
1 19 the expenditure by the council, as provided in section 267.5.
1 20 Notwithstanding section 8.33, unencumbered or unobligated
1 21 moneys remaining on June 30, 1996, or June 30, 1997, from
1 22 moneys appropriated in this section, may be expended until
1 23 June 30, 1998, and shall not revert to the general fund of the
1 24 state until August 31, 1998.
1 25 EXPLANATION
1 26 The bill provides an appropriation from the state general
1 27 fund of $1,500,000 for each of the 1995-1996 and 1996-1997
1 28 fiscal years to Iowa state university college of veterinary
1 29 medicine. The moneys are to be used for educating veterinary
1 30 students and postgraduates and assisting licensed
1 31 veterinarians, specializing in livestock health and food
1 32 animal practice. Moneys are to be expended only after the
1 33 college receives recommendations for the expenditure from the
1 34 livestock advisory council. The bill also provides for
1 35 delayed reversion of unspent appropriated moneys to the state
2 1 general fund.
