  1  2    BY  BISIGNANO, PALMER, JUDGE, DEARDEN, SZYMONIAK,
  1  3  FINK, DVORSKY, VILSACK, GIANNETTO, KIBBIE, GETTINGS,
  1  4    CONNOLLY, FLYNN, HALVORSON, SORENSEN, NEUHAUSER,
  1  5     FRAISE, HUSAK, HORN, BOSWELL, HANSEN, GRONSTAL,
  1  6           PRIEBE, MURPHY, HAMMOND, and LUNDBY
  1  7             (COMPANION TO HCR 6 BY FALLON)
  1  8 A Concurrent Resolution urging support of the striking
  1  9    workers at Bridgestone/Firestone in Des Moines
  1 10    through legislation and other means.
  1 11    WHEREAS, some 1,300 Iowa workers are engaging in
  1 12 their legal right to strike over a contract dispute
  1 13 with the owners of Bridgestone/Firestone; and
  1 14    WHEREAS, these same 1,300 are now in jeopardy of
  1 15 losing their jobs for engaging in this lawful strike;
  1 16 and
  1 17    WHEREAS, the loss of their livelihood will have a
  1 18 devastating effect on these 1,300 workers, their
  1 19 families, and their communities; and
  1 20    WHEREAS, the right to strike is a hollow and mean-
  1 21 ingless right if permanent replacement workers can be
  1 22 hired to replace striking workers; and
  1 23    WHEREAS, Bridgestone/Firestone has received over
  1 24 $1.2 million in public funding including over $500,000
  1 25 from the state of Iowa and $500,000 to train some of
  1 26 these same employees; and
  1 27    WHEREAS, the permanent hiring of striker
  1 28 replacement workers is extremely uncommon in every
  1 29 industrial country, including Japan, the home of
  1 30 Bridgestone/Firestone, except in the United States and
  2  1 South Africa; NOW THEREFORE,
  2  2    BE IT RESOLVED BY THE SENATE, THE HOUSE OF
  2  3 REPRESENTATIVES CONCURRING, That the Iowa
  2  4 congressional delegation is urged to consider
  2  5 legislation concerning the hiring of striker
  2  6 replacement workers.
  2  7    BE IT FURTHER RESOLVED, That the Iowa congressional
  2  8 delegation ask for a congressional hearing on unfair
  2  9 labor practices by foreign-owned companies.
  2 10    BE IT FURTHER RESOLVED, That the Iowa congressional
  2 11 delegation join the Iowa Senate and the Iowa House of
  2 12 Representatives in urging both sides in the
  2 13 Bridgestone/Firestone labor dispute to return to the
  2 14 bargaining table in an attempt to resolve this
  2 15 dispute.
  2 16    BE IT FURTHER RESOLVED, That the Iowa Senate and
  2 17 the Iowa House of Representatives call on Governor
  2 18 Terry Branstad to use his good offices to intercede in
  2 19 this contract dispute in an attempt to resolve it and
  2 20 save the jobs of 1,300 Iowans.
  2 21    BE IT FURTHER RESOLVED, That copies of this
  2 22 resolution be sent to the Governor, the President of
  2 23 the United States, the President of the United States
  2 24 Senate, the Speaker of the United States House of
  2 25 Representatives, and members of Iowa's congressional
  2 26 delegation.
