  1  6    #3.  Page 8, by inserting after line 16 the
  1  7 following:
  1  8    "c.  Welcome center program
  1  9    To implement the recommendations of the statewide
  1 10 long-range plan for developing and operating welcome
  1 11 centers throughout the state and for allocating
  1 12 $150,000 for the construction of a new welcome center:
