1 1 Amend Senate File 2443 as follows:
1 2 #1. Page 17, by striking lines 12 through 22 and
1 3 inserting the following: "In order for the general
1 4 assembly to have accurate and complete information
1 5 regarding expenditures for economic development and
1 6 job training incentives and to respond to the job
1 7 training needs of Iowa workers, the department shall
1 8 report to the general assembly by January 15 of each
1 9 year regarding all assistance or benefits provided
1 10 under the community economic betterment program, the
1 11 new jobs and income program, and the Iowa industrial
1 12 new jobs training Act during the previous calendar
1 13 year. The report shall identify by company name each
1 14 individual business receiving any assistance or
1 15 benefits and shall contain a breakdown by company name
1 16 of the amount of assistance or benefits provided to
1 17 each individual business, including the amount of
1 18 local and state tax abatements, grants, loans, on-the-
1 19 job and customized job training moneys received, and
1 20 the actual or estimated tax credits taken."
1 21 #2. Page 19, by inserting after line 6, the
1 22 following:
1 23 "Sec. . NEW SECTION. 15.328 PUBLIC RECORDS.
1 24 Notwithstanding any other provision of the Code to
1 25 the contrary, applications from businesses and
1 26 communities and application files maintained by the
1 27 department are public records. All details of an
1 28 award under this part shall be disclosed to the public
1 29 at the time public notice of the award is given."
1 30 #3. Page 19, by striking lines 19 through 26 and
1 31 inserting the following: "is an enforceable contract
1 32 between the business and a community group or
1 33 coalition of community groups which requires the
1 34 business to adhere to negotiated environmental,
1 35 economic, labor, or other social and community
1 36 standards."
1 37 #4. Page 20, line 6, by inserting after the word
1 38 "provide" the following: "that all funds allocated
1 39 for job training, except administrative expenses,
1 40 shall be used solely and exclusively for that purpose,
1 41 and".
1 42 #5. Page 20, by inserting after line 23 the
1 43 following:
1 44 "Sec. . PERFORMANCE AUDIT. The auditor of
1 45 state shall conduct or cause to be conducted a
1 46 performance audit of job training projects under the
1 47 Iowa industrial new jobs training Act for at least the
1 48 previous five years. The auditor shall report on the
1 49 performance audit to the general assembly not later
1 50 than January 15, 1997. The report shall contain at
2 1 least the following:
2 2 1. The types of program services funded under the
2 3 program.
2 4 2. The type and quality of program services
2 5 actually provided.
2 6 3. The amount of job training actually provided,
2 7 if any.
2 8 4. The relative numbers of job training recipients
2 9 who are production versus management employees.
2 10 5. The demographic characteristics of recipients
2 11 of the job training, including but not limited to
2 12 gender, race, age, and disability status."
2 13 #6. By renumbering as necessary.
