  1  1    Amend Senate File 2098 as follows:
  1  2    #1.  Page 1, line 21, by inserting after the word
  1  3 "state." the following:  "Except as provided in
  1  4 subsection 1 for cash flow purposes, an appropriation
  1  5 shall not be made from the stabilization account
  1  6 unless the appropriation is made in accordance with
  1  7 all of the following:
  1  8    a.  The appropriation is contained in a bill or
  1  9 joint resolution in which the appropriation is the
  1 10 only subject matter of the bill or joint resolution.
  1 11    b.  The bill or joint resolution states the reasons
  1 12 the appropriation is necessary.
  1 13    c.  The bill or joint resolution is approved by
  1 14 vote of at least three-fifths of the members of both
  1 15 chambers of the general assembly and is signed by the
  1 16 governor."
  1 17    #2.  By renumbering as necessary.
