  1  1    Amend Senate File 2098 as follows:
  1  2    #1.  Page 1, line 21, by inserting after the word
  1  3 "state." the following:  "Moneys appropriated from the
  1  4 fund for the purposes of a program shall be limited to
  1  5 the reduction in the amount of federal funds expended
  1  6 for purposes of the program for a state fiscal year
  1  7 from the amount expended by the federal government in
  1  8 either of the two state fiscal years preceding the
  1  9 state fiscal year for which the funds are
  1 10 appropriated."
