1 1 Amend Senate File 347 as follows:
1 2 #1. By striking everything after the enacting
1 3 clause and inserting the following:
1 4 "Section 1. PREVENTIVE CARE SERVICES AND MENTAL
1 5 HEALTH AND SUBSTANCE ABUSE TREATMENT STUDY.
1 6 1. a. The commissioner, pursuant to section
1 7 513B.37, subsection 1, shall conduct a study to
1 8 determine the following:
1 9 (1) Whether expanded preventive care services are
1 10 cost-effective and whether such services should be
1 11 included in the basic health benefit plan and the
1 12 standard health benefit plan as established by the
1 13 commissioner under section 513B.14.
1 14 (2) Whether expanded mental health and substance
1 15 abuse treatment coverage is cost-effective and whether
1 16 such coverage should be included in the basic health
1 17 benefit plan and the standard health benefit plan as
1 18 established by the commissioner under section 513B.14.
1 19 b. In determining whether such services and
1 20 coverage under paragraph "a", subparagraphs (1) and
1 21 (2), should be included, the commissioner, in addition
1 22 to considering the cost-effectiveness and other
1 23 appropriate factors, shall also consider the increase,
1 24 if any, in premium necessary to fund the expanded
1 25 services or coverage, as applicable, and whether any
1 26 savings may be realized as a result of such inclusion.
1 27 2. The commissioner shall file a written report
1 28 with the general assembly on or before January 15,
1 29 1996, concerning the results of the study.
1 30 Sec. 2. This Act shall only be effective if the
1 31 general assembly appropriates $25,000 to the insurance
1 32 division of the department of commerce for the purpose
1 33 of completing the study identified in section 1 of
1 34 this Act."
1 35 #2. Title page, line 1, by striking the words
1 36 "relating to the third-party payment" and inserting
1 37 the following: "establishing a study regarding the
1 38 inclusion".
1 39 #3. Title page, line 3, by inserting after the
1 40 word "services" the following: "under basic and
1 41 standard health benefit plans, and providing for
1 42 conditional effectiveness".
