1 1 Amend Senate File 368 as follows:
1 2 #1. By striking everything after the enacting
1 3 clause and inserting the following:
1 4 "Section 1. Section 257.8, subsection 1, Code
1 5 1995, is amended by striking the subsection and
1 6 inserting in lieu thereof the following:
1 7 1. STATE PERCENT OF GROWTH.
1 8 a. The state percent of growth for the budget year
1 9 beginning July 1, 1996, is three percent. The state
1 10 percent of growth for subsequent budget years shall be
1 11 set by statute enacted in the year preceding the base
1 12 year.
1 13 b. The state percent of growth for the budget year
1 14 set pursuant to paragraph "a" may be adjusted by
1 15 statute enacted within thirty days of the beginning of
1 16 the regular session of the general assembly held in
1 17 the base year. If such statute is not enacted within
1 18 thirty days, the state percent of growth for the
1 19 budget year shall be as set pursuant to paragraph "a".
1 20 Sec. 2. There is appropriated from the general
1 21 fund of the state to the department of education for
1 22 the fiscal year beginning July 1, 1995, and ending
1 23 June 30, 1996, the following amount, or so much
1 24 thereof as is necessary, to be used for the purposes
1 25 designated:
1 26 For the purpose of providing funds to local school
1 27 districts for various school improvements, including,
1 28 but not limited to, the acquisition of educational
1 29 technology, the acquisition of educational software,
1 30 the provision of staff development related to the use
1 31 of educational technology, and other purposes deemed
1 32 appropriate by the local school district:
1 33 .................................................. $ 15,000,000
1 34 The funds appropriated in this subsection shall be
1 35 allocated to each school district in proportion to
1 36 each district's basic enrollment for the budget year
1 37 as defined under section 257.6."
1 38 #2. Title page, by striking lines 1 through 6 and
1 39 inserting the following: "An Act relating to school
1 40 finances by establishing the state percent of growth
1 41 for the budget year beginning July 1, 1996, providing
1 42 the manner in which the state percent of growth will
1 43 be established for subsequent budget years, and making
1 44 an appropriation for local school technology."
