  1  2    #1.  Page 2, by inserting after line 21 the
  1  3 following:
  1  4    "3.  A municipality shall not participate in this
  1  5 program unless it has completed a housing needs
  1  6 survey, which has been approved by the governing body
  1  7 of the city or county in which the municipality is
  1  8 located."
