  1  1    Section 1.  Section 301.1, unnumbered paragraph 2, Code
  1  2 1995, is amended to read as follows:
  1  3    Textbooks adopted and purchased by a school district may,
  1  4 and shall to the extent funds are appropriated by the general
  1  5 assembly, be made available to pupils attending nonpublic
  1  6 schools upon request of the pupil or the pupil's parent under
  1  7 comparable terms as made available to pupils attending public
  1  8 schools.  As used in this paragraph, "textbooks" means books;
  1  9 book substitutes, including reusable workbooks; and loose-leaf
  1 10 or bound manuals; and, systems of reusable instructional
  1 11 materials or combinations of books and supplementary
  1 12 instructional materials which convey information to the
  1 13 student or otherwise contribute to the learning process, or
  1 14 electronic textbooks, including but not limited to computer
  1 15 software materials used as book substitutes, applications
  1 16 using computer-assisted instruction, interactive videodisc,
  1 17 and other computer courseware and magnetic media.  
  1 18                           EXPLANATION
  1 19    This bill changes and expands the definition of textbooks
  1 20 for purposes of chapter 301 of the Iowa Code, which addresses
  1 21 textbook adoption, purchase, and sale.
  1 22    Currently, "textbooks" means books; book substitutes
  1 23 including reusable workbooks; loose-leaf or bound manuals; and
  1 24 computer software materials used as book substitutes.  Under
  1 25 the bill, "textbook" means books and loose-leaf or bound
  1 26 manuals, systems of reusable instructional materials or
  1 27 combinations of books and supplementary instructional
  1 28 materials which convey information to the student or otherwise
  1 29 contribute to the learning process, or electronic textbooks,
  1 30 including but not limited to computer software, applications
  1 31 using computer-assisted instruction, interactive videodisc,
  1 32 and other computer courseware and magnetic media.
