1 1 HOUSE RESOLUTION NO.
1 2 BY COMMITTEE ON ADMINISTRATION AND RULES
1 3 A House Resolution relating to an annual budget
1 4 for the daily operations of the House of
1 5 Representatives.
1 6 WHEREAS, the legislative authority of this state is
1 7 vested in the General Assembly consisting of the House
1 8 of Representatives and the Senate; and
1 9 WHEREAS, the House of Representatives necessarily
1 10 incurs substantial expenses for its daily operations;
1 11 and
1 12 WHEREAS, the House of Representatives is authorized
1 13 to expend funds from the state treasury necessary to
1 14 pay for its expenses and for expenses incurred jointly
1 15 by the House of Representatives and the Senate; and
1 16 WHEREAS, it is deemed advisable and proper for the
1 17 House of Representatives to make expenditures in
1 18 accordance with a budgetary plan; NOW THEREFORE,
1 19 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:
1 20 Section 1. Expenditures of the House of
1 21 Representatives payable pursuant to Iowa Code sections
1 22 2.10 through 2.14 for the regular legislative session
1 23 and the interim period during the fiscal year
1 24 beginning July 1, 1996, and ending June 30, 1997, are
1 25 budgeted to be as follows:
1 26 1. Session expenses including members' annual
1 27 compensation and temporary staff compensation and
1 28 other current expenses in an amount not to exceed
1 29 $5,536,600.
1 30 2. Interim expenses including members' and staff
2 1 compensation and other current expenses in an amount
2 2 not to exceed $410,000.
2 3 3. Fixed expenses, including permanent employees'
2 4 compensation and equipment, in an amount not to exceed
2 5 $2,140,000.
2 6 4. A special fund for renovation, restoration, and
2 7 equipment improvements in the House chamber and
2 8 adjacent areas to be used with the authorization of
2 9 the Committee on Administration and Rules, in an
2 10 amount not to exceed $25,000.
2 11 5. A special fund for technology improvements and
2 12 equipment in an amount not to exceed $500,000.
2 13 Sec. 2. The Chief Clerk of the House of
2 14 Representatives shall immediately provide written
2 15 notice to the Speaker and Minority Leader of the House
2 16 of Representatives and to the Chair and Ranking Member
2 17 of the House Committee on Appropriations if actual
2 18 expenditures payable pursuant to Iowa Code sections
2 19 2.10 through 2.14 exceed the maximum amount allocated
2 20 to any category of the budget provided by section 1 of
2 21 this resolution. The written notice shall specify the
2 22 amount of and reasons for any excess expenditure.
2 23 Sec. 3. The expenditures referred to in section 2
2 24 of this resolution shall consist only of those sums
2 25 required for payment of the various expenses of the
2 26 General Assembly including items such as legislative
2 27 printing expenses, unpaid expenses incurred during the
2 28 interim between sessions of the General Assembly,
2 29 expenditures incurred pursuant to resolutions, and
2 30 expenses for purchases of legislative equipment and
3 1 supplies necessary to carry out the functions of the
3 2 General Assembly. Joint expenditures or special
3 3 expenditures approved by the Committee on
3 4 Administration and Rules or the Legislative Council
3 5 are not included in the budget set forth in this
3 6 resolution.
3 7 Sec. 4. If a special session of the General
3 8 Assembly is held, the Committee on Administration and
3 9 Rules shall provide for consideration of a budget for
3 10 the special session.
