1 1 Section 1. Section 331.424, subsection 1, Code Supplement
1 2 1995, is amended by adding the following new paragraph:
1 3 NEW PARAGRAPH. k. To the extent not included by the
1 4 county in the levy under section 331.424A, the initial and
1 5 ongoing administrative costs associated with the county's
1 6 implementation of any of the following:
1 7 (1) The county's system of service management for mental
1 8 health services in accordance with the county's plan approved
1 9 under section 331.439, subsection 1, paragraph "c",
1 10 subparagraph (1).
1 11 (2) The county's managed system of care for mental
1 12 retardation and developmental disabilities services in
1 13 accordance with the county's plan approved under section
1 14 331.439, subsection 1, paragraph "d".
1 15 Sec. 2. APPLICABILITY. The levy authority in section
1 16 331.424 provided by this Act first applies to taxes payable in
1 17 the fiscal year beginning July 1, 1997.
1 18 EXPLANATION
1 19 This bill authorizes a county to levy property taxes under
1 20 its supplemental levy authority for initial and ongoing
1 21 administrative costs associated with the county's
1 22 implementation of service management provisions for mental
1 23 health or for mental retardation and developmental
1 24 disabilities services in accordance with the county's approved
1 25 management plans under section 331.439. Section 331.439
1 26 requires the county, as a condition of state funding
1 27 provisions, to implement the service management provisions for
1 28 mental health by July 1, 1996, and for mental retardation and
1 29 developmental disabilities on or before January 1, 1997.
1 30 An applicability section provides that the levy authority
1 31 first applies to taxes payable in the fiscal year beginning
1 32 July 1, 1997.
