1 1 Section 1. Section 20.22, subsection 9, Code 1995, is
1 2 amended by adding the following new paragraph:
1 3 NEW PARAGRAPH. e. If the public employer is a school
1 4 district or area education agency, the ability of the school
1 5 district or area education agency to pay for any economic
1 6 adjustments and the effect of payment of any economic
1 7 adjustments on the financial position of the school district
1 8 or area education agency including the school district's or
1 9 area education agency's ability to provide other necessary
1 10 services.
1 11 EXPLANATION
1 12 The bill provides that an arbitrator in binding arbitration
1 13 shall consider, if the public employer is a school district or
1 14 area education agency, the effect of any award on the public
1 15 employer's overall financial position and its ability to
1 16 provide other necessary services.
