PAG LIN 1 1 Section 1. NEW SECTION. 260C.41 ADULT BASIC EDUCATION 1 2 PROGRAM. 1 3 1. An adult basic education program is established to 1 4 provide basic educational skills to adults who are twenty-one 1 5 years of age or older and who have very limited to moderately 1 6 deficient literacy skills. A community college receiving 1 7 funds for the program may expend the funds for equipment, 1 8 audio or visual materials, staff development activities for 1 9 the program, development or expansion of outreach or referral 1 10 services to identify and attract program participants, and 1 11 program assessment. Each community college shall submit a 1 12 report to the department of education which includes, but is 1 13 not limited to, an accounting for expenditure of funds 1 14 received under the program, numbers of persons served under 1 15 the program, an assessment of the impact of the program on 1 16 persons served under the program, and an estimation of the 1 17 numbers of persons yet to be served under the program. 1 18 2. The state board shall adopt rules pursuant to chapter 1 19 17A that provide minimum standards for adult basic education 1 20 programs at the community colleges. 1 21 3. There is appropriated from the general fund of the 1 22 state to the department of education for each fiscal year the 1 23 sum of seven hundred fifty thousand dollars for adult basic 1 24 education programs at the community colleges, to be used as 1 25 provided in this section. Funds appropriated in this 1 26 subsection shall be distributed by the department in the same 1 27 manner, utilizing the same formula, as federal funds received 1 28 for adult literacy programs at the community colleges. 1 29 EXPLANATION 1 30 This bill creates and appropriates annually $750,000 in 1 31 funds for adult basic education programs at the community 1 32 colleges. Program funds are allocated to each of the 15 1 33 merged areas, based upon a federal allocation formula for 1 34 adult literacy programs, for the respective merged area's 1 35 community college's expenditure on the program. Program 2 1 moneys are to be spent on adult populations not currently 2 2 served by the kindergarten through grade twelve system, due to 2 3 age restrictions on funding computations, and which are made 2 4 up of persons who have limited literacy skills. Moneys are to 2 5 be expended for certain specified needs under the program. 2 6 The state board of education is to adopt rules, in 2 7 consultation with the Iowa literacy council, setting minimum 2 8 program standards for adult basic education programs in the 2 9 state. 2 10 LSB 3046HH 76 2 11 kh/cf/24
