1 1 Section 1. NEW SECTION. 257.50 ADDITIONAL AID FOR AT-
1 2 RISK PUPILS.
1 3 1. Beginning with school budget years commencing July 1,
1 4 1996, school districts shall receive additional state aid
1 5 based upon the number of at-risk pupils enrolled in a public
1 6 school in the district. Each school district shall assist the
1 7 department in identifying the number of at-risk pupils and the
1 8 number shall be reported by the department to the department
1 9 of management by October 1 of each budget year. For purposes
1 10 of identifying at-risk pupils, the department shall use the
1 11 primary and secondary risk factors specified in 281 IAC 65,
1 12 rules 4 and 5, and other risk factors that the department,
1 13 with the approval of the department of management, shall
1 14 specify.
1 15 2. The amount of additional state aid a school district
1 16 shall receive for a budget year equals the product of ten
1 17 percent of the district cost per pupil for that budget year
1 18 multiplied by the number of at-risk pupils identified and
1 19 reported pursuant to subsection 1.
1 20 There is appropriated from the general fund of the state to
1 21 the department of management for each fiscal year an amount
1 22 sufficient to pay the additional state aid to school districts
1 23 under this section. The additional state aid shall be paid in
1 24 the manner provided in section 257.16, commencing with the
1 25 October 15 payment. Aid received by a school district under
1 26 this section shall be miscellaneous income.
1 27 Sec. 2. This Act applies for computing state aid for
1 28 school budget years beginning on or after July 1, 1996.
1 29 EXPLANATION
1 30 The bill provides for additional state aid for school
1 31 districts with at-risk pupils enrolled in public schools
1 32 within the school district. The amount of aid equals 10
1 33 percent of the district cost per pupil times the number of at-
1 34 risk pupils.
1 35 The bill applies to school budget years commencing on or
2 1 after July 1, 1996.
