PAG LIN 1 1 Section 1. DEPARTMENTAL STUDY CONCERNING INMATES WITH 1 2 MENTAL ILLNESS. 1 3 1. The department of corrections shall conduct a study 1 4 regarding the number and treatment of inmates with mental 1 5 illness who are incarcerated in institutions under the control 1 6 of the department. The study shall include, but shall not be 1 7 limited to, all of the following: 1 8 a. The number of inmates currently incarcerated who have 1 9 been diagnosed as mentally ill, by the type of mental illness 1 10 and the facility and custody level in which the inmate is 1 11 housed. 1 12 b. The policies and procedures or plans for ensuring that 1 13 mentally ill inmates are adequately identified and for 1 14 notification of institutional staff of the status and 1 15 condition of mentally ill inmates. 1 16 c. The policies and procedures or plans for ensuring that 1 17 institutional and community-based corrections staff receive 1 18 periodic and ongoing training in the recognition of the onset 1 19 of symptoms of mental illness and the desirability of adding 1 20 such training to the curriculum currently provided in 1 21 department training facilities. 1 22 d. The desirability and feasibility of establishing 1 23 additional segregated housing at the Iowa medical and 1 24 classification center, in conjunction with the provision of 1 25 mental health services under the management of an identified 1 26 mental health case manager, for the most severely disturbed 1 27 inmates. 1 28 2. The department shall submit its findings, together with 1 29 any recommendations, in a report to the general assembly by 1 30 December 30, 1996. 1 31 EXPLANATION 1 32 This bill requires the department of corrections to conduct 1 33 a study regarding the number and treatment of inmates with 1 34 mental illness who are incarcerated in the department's 1 35 institutions. The study is to include statistical information 2 1 on the numbers and placement of the inmates, a review of 2 2 policies, procedures, and plans relating to notification and 2 3 training of staff that come in contact with the inmates, and a 2 4 determination of the desirability and feasibility of 2 5 establishing additional segregated housing, in conjunction 2 6 with the provision of mental health services under an 2 7 identified mental health case manager, for the most severely 2 8 disturbed inmates.
