1 1 Section 1. Section 256.7, Code 1995, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 21. Adopt by July 1, 1996, a parental and
1 4 family involvement policy which will facilitate, emphasize,
1 5 and encourage involvement by parents, guardians, and legal
1 6 custodians with the education of their children.
1 7 Sec. 2. Section 256.9, Code 1995, is amended by adding the
1 8 following new subsection:
1 9 NEW SUBSECTION. 50. Carry out the parental and family
1 10 involvement policy established by the state board of education
1 11 under section 256.7, subsection 21, and assist school
1 12 districts in the development of their parental and family
1 13 involvement policy under section 280.12A.
1 14 Sec. 3. NEW SECTION. 279.58 PARENTAL AND FAMILY
1 15 INVOLVEMENT POLICY.
1 16 For the purpose of improving student achievement, the board
1 17 of directors of each school district shall adopt by July 1,
1 18 1997, a parental and family involvement policy with the intent
1 19 that the school district facilitate, emphasize, and encourage
1 20 involvement by parents, guardians, and legal custodians with
1 21 the education of their children.
1 22 EXPLANATION
1 23 This bill adds to the list of duties of the state board of
1 24 education and the director of the department of education by
1 25 requiring the state board to adopt a policy by July 1, 1996,
1 26 to facilitate parental involvement with the schools and by
1 27 requiring the director to carry out the policy of the state
1 28 board and to assist school districts in developing their
1 29 policies. The bill requires each school district to adopt a
1 30 parental and family involvement policy by July 1, 1997.
