  1  1    Section 1.  Section 19A.3, Code 1995, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  23.  All employees of the Iowa state fair
  1  4 authority.
  1  5    Sec. 2.  Section 173.1, unnumbered paragraph 1, Code 1995,
  1  6 is amended to read as follows:
  1  7    The Iowa state fair authority is established as a public
  1  8 instrumentality of the state.  The authority is not an agency
  1  9 of state government.  However, the authority is considered a
  1 10 state agency and its employees state employees for the
  1 11 purposes of chapter 17A, the merit system provisions of
  1 12 chapter 19A, and chapters 20, 91B, 97B, 509A, and 669.  The
  1 13 authority is established to conduct an annual state fair and
  1 14 exposition on the Iowa state fairgrounds and to conduct other
  1 15 interim events consistent with its rules.  The powers of the
  1 16 authority are vested in the Iowa state fair board.  The Iowa
  1 17 state fair board consists of the following:  
  1 18                           EXPLANATION
  1 19    This bill provides that employees of the Iowa state fair
  1 20 authority are exempt from the state merit personnel system
  1 21 provisions of chapter 19A.
