1 1 Section 1. PILOT PROJECT &endash; TESTING OF ANIMAL FEEDING
1 2 OPERATIONS. There is appropriated from the organic nutrient
1 3 management fund created in section 161C.5 to the department of
1 4 natural resources for the fiscal year beginning July 1, 1995,
1 5 and ending June 30, 1996, the following amount, or so much
1 6 thereof as is necessary, to be used for the purpose
1 7 designated:
1 8 For a study by the department of natural resources of
1 9 animal feeding operations and their structures:
1 10 .................................................. $ 10,000
1 11 The department of natural resources shall conduct a study
1 12 of ten animal feeding operations and related structures,
1 13 including manure storage facilities, and manure management and
1 14 disposal practices used by such operations. The operations
1 15 and their structures must have been constructed on or before
1 16 July 1, 1985. The study shall determine the extent to which
1 17 operations and their structures and manure management and
1 18 disposal practices contribute to point and nonpoint
1 19 contamination of the state's groundwater and surface water. A
1 20 person owning or operating an animal feeding operation shall
1 21 cooperate with the department in carrying out this section.
1 22 The ten animal feeding operations subject to the study shall
1 23 be selected by the Leopold center for sustainable agriculture
1 24 as created pursuant to section 266.39. The department shall
1 25 report its findings and recommendations to the general
1 26 assembly not later than January 1, 1996.
1 27 EXPLANATION
1 28 This bill provides a $10,000 appropriation from the organic
1 29 nutrient management fund to the department of natural
1 30 resources for purposes of conducting a study of 10 animal
1 31 feeding operations and their related structures, and manure
1 32 management and disposal practices used by such operations.
1 33 The operations and their structures must have been constructed
1 34 on or before July 1, 1985. The study must determine the
1 35 extent to which operations and their structures and practices
2 1 contribute to water pollution. The Leopold center for
2 2 sustainable agriculture is responsible for selecting the 10
2 3 sites. The department must report its findings to the general
2 4 assembly not later than January 1, 1996.
