  1  1    Section 1.  Section 331.555, subsection 6, Code 1995, is
  1  2 amended to read as follows:
  1  3    6.  The treasurer shall keep all funds invested to the
  1  4 extent practicable and may invest the funds jointly with one
  1  5 or more counties, judicial district departments of
  1  6 correctional services, cities, or city utilities, or rural
  1  7 water districts created under chapter 357A pursuant to a joint
  1  8 investment agreement.  All investments of funds shall be
  1  9 subject to sections 12B.10 and 12B.10A and other applicable
  1 10 law.
  1 11    Sec. 2.  Section 357A.2, unnumbered paragraph 3, Code 1995,
  1 12 is amended to read as follows:
  1 13    The petition shall be signed by the owners of at least
  1 14 fifty thirty percent of all real property lying within the
  1 15 outside perimeter of the area designated for inclusion in the
  1 16 proposed district, and shall state:
  1 17    Sec. 3.  Section 357A.8, subsection 1, Code 1995, is
  1 18 amended to read as follows:
  1 19    1.  For an annual meeting of participating members between
  1 20 January 1 and March May 1 of each year following the year of
  1 21 incorporation of the district, and for the mailing of written
  1 22 notice of the time and place of each annual meeting to each
  1 23 participating member and publication of such the notice in a
  1 24 newspaper of general circulation in the district not less than
  1 25 ten nor more than thirty days prior to each meeting.
  1 26    Sec. 4.  Section 357A.11, Code 1995, is amended by adding
  1 27 the following new subsection:
  1 28    NEW SUBSECTION.  12.  Place all funds in investments to the
  1 29 extent practicable and may invest the funds jointly with one
  1 30 or more counties, judicial district departments of
  1 31 correctional services, cities, or city utilities pursuant to a
  1 32 joint investment agreement.  All investments of funds shall be
  1 33 subject to sections 12B.10 and 12B.10A and other applicable
  1 34 law.
  1 35    Sec. 5.  Section 357A.20, unnumbered paragraph 1, Code
  2  1 1995, is amended to read as follows:
  2  2    A nonprofit corporation incorporated under chapter 504A for
  2  3 the specific purpose of operating a rural water system may
  2  4 petition the supervisors for incorporation of a district, in
  2  5 the manner provided by section 357A.2.  The signatures of the
  2  6 corporation's officers on the petition and a resolution
  2  7 adopted by the corporation's board of directors approving the
  2  8 petition shall suffice in lieu of signatures of owners of
  2  9 fifty thirty percent of the real property in the proposed
  2 10 district, if the corporation presents evidence satisfactory to
  2 11 the supervisors that a sufficient number of members of the
  2 12 proposed district will subscribe to benefit units to make its
  2 13 operation feasible.  The procedure for hearing and
  2 14 determination of disposition of the petition shall be as
  2 15 provided by this chapter.
  2 16    Sec. 6.  Section 384.21, Code 1995, is amended to read as
  2 17 follows:
  2 18    384.21  JOINT INVESTMENT OF FUNDS.
  2 19    A city or a city utility board shall keep all funds
  2 20 invested to the extent practicable and may invest the funds
  2 21 jointly with one or more cities, utility boards, judicial
  2 22 district departments of correctional services, or counties, or
  2 23 rural water districts created under chapter 357A pursuant to a
  2 24 joint investment agreement.  All investments of funds shall be
  2 25 subject to sections 12B.10 and 12B.10A and other applicable
  2 26 law.
  2 27    Sec. 7.  Section 905.6, subsection 4, Code 1995, is amended
  2 28 to read as follows:
  2 29    4.  Prepare all budgets and fiscal documents, and certify
  2 30 for payment all expenses and payrolls lawfully incurred by the
  2 31 district department.  The director may invest funds which are
  2 32 not needed for current expenses, jointly with one or more
  2 33 cities, city utilities, or counties, or rural water districts
  2 34 created under chapter 357A pursuant to a joint investment
  2 35 agreement.  All investment of funds shall be subject to
  3  1 sections 12B.10 and 12B.10A and other applicable law.
