1 1 Section 1. NEW SECTION. 280.13B TAPING AND BROADCAST
1 2 FEES RESTRICTED.
1 3 The Iowa high school athletic association or its successor
1 4 organization, and the Iowa girls high school athletic union or
1 5 its successor organization, shall not assess a charge for the
1 6 noncommercial production or reproduction of a broadcast under
1 7 the supervision of the Iowa public broadcasting board within
1 8 the public broadcasting division of the department of
1 9 education of a high school athletic tournament contest or
1 10 event, unless the contest or event is to be broadcast live
1 11 pursuant to a negotiated agreement between the association or
1 12 union and the Iowa public broadcasting board. The
1 13 noncommercial production or reproduction of a broadcast for
1 14 which a charge is not assessed pursuant to this section, shall
1 15 not be broadcast earlier than twenty-four hours after the
1 16 starting time of the live athletic contest or event.
1 17 EXPLANATION
1 18 This bill prohibits the Iowa high school athletic
1 19 association or its successor organization, and the Iowa girls
1 20 high school athletic union or its successor organization, from
1 21 assessing a charge for the noncommercial production or
1 22 reproduction of a broadcast under the supervision of the Iowa
1 23 public broadcasting board of a high school athletic tournament
1 24 contest or event, unless the contest or event is to be
1 25 broadcast live pursuant to a negotiated agreement between the
1 26 association or union and the Iowa public broadcasting board.
1 27 A delayed broadcast of the athletic tournament contest or
1 28 event for which a charge is not assessed pursuant to this
1 29 section, shall not be broadcast earlier than 24 hours after
1 30 the starting time of the live athletic contest or event.
