1 1 HOUSE CONCURRENT RESOLUTION NO.
1 2 BY MARTIN
1 3 A Concurrent Resolution recognizing the League of Women
1 4 Voters of Iowa and Cornell College for their efforts
1 5 in creating an Internet-accessible system for
1 6 obtaining legislative information.
1 7 WHEREAS, an enlightened citizenry is an
1 8 indispensable ingredient of the infrastructure of
1 9 democracy; and
1 10 WHEREAS, the Internet, a federated system, composed
1 11 of allied computer networks, that connects
1 12 governmental, educational, scientific, and commercial
1 13 institutions, is rapidly expanding to serve as a
1 14 critical channel of communication which allows persons
1 15 immediate access to information, issues, and decisions
1 16 that have a profound impact upon the course of public
1 17 policy and the lives of Iowa's citizens; and
1 18 WHEREAS, the League of Women Voters of Iowa,
1 19 established in 1920, and Cornell College, founded in
1 20 1853, have been devoted to the public causes of
1 21 supporting learning, promoting democratic values, and
1 22 encouraging open access to information and the
1 23 expression of opinions essential for self-government;
1 24 and
1 25 WHEREAS, since 1994, the League of Women Voters of
1 26 Iowa and Cornell College have been jointly dedicated
1 27 to establishing an Internet-accessible system to allow
1 28 citizens of this state to access legislative
1 29 information, including statutes and legislative
1 30 proposals; and
2 1 WHEREAS, in 1996, the League of Women Voters of
2 2 Iowa and Cornell College presented this system for use
2 3 and operation by the General Assembly in order to
2 4 ensure free and open access of legislative information
2 5 to Iowa's citizenry; NOW THEREFORE,
2 6 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
2 7 SENATE CONCURRING, That the General Assembly
2 8 recognizes the contribution that the League of Women
2 9 Voters of Iowa and Cornell College have made to this
2 10 state, including affording citizens of the state a
2 11 greater opportunity to access law and legislation and
2 12 to participate in our democratic system of government;
2 13 and
2 14 BE IT FURTHER RESOLVED, That copies of this
2 15 resolution be sent by the Chief Clerk of the House of
2 16 Representatives to the President of the League of
2 17 Women Voters of Iowa, and to the President of Cornell
2 18 College.
