  1  9                        and BRAND
  1 10 A Concurrent Resolution urging the passage by the
  1 11    United States Congress of an increase in the
  1 12    federal minimum wage.
  1 13    WHEREAS, the federal minimum wage of $4.25 per hour
  1 14 has not increased since 1991; and
  1 15    WHEREAS, the purchasing power of a worker earning
  1 16 the federal minimum wage is significantly lower than
  1 17 it was in 1979, and approximately 45 cents per hour
  1 18 lower than when the federal minimum wage was last
  1 19 increased in April 1991; and
  1 20    WHEREAS, of the workers earning only the federal
  1 21 minimum wage, almost all are the source of over one-
  1 22 half of their families' earnings, nearly two-thirds of
  1 23 the workers are adults, and over one-third of the
  1 24 workers are the sole source of income for their
  1 25 families; and
  1 26    WHEREAS, President Clinton has proposed increasing
  1 27 the federal minimum wage to $5.15 an hour over a two-
  1 28 year period; and
  1 29    WHEREAS, Iowa's experience in having a minimum wage
  1 30 40 cents per hour higher than the federal minimum wage
  2  1 has not resulted in a significant increase in
  2  2 unemployment in Iowa and Iowa's unemployment rate is
  2  3 less than the federal unemployment rate; and
  2  4    WHEREAS, an increase in the minimum wage provides a
  2  5 crucial measure to reward work and ensure that there
  2  6 is a strong incentive to choose work over welfare; and
  2  7    WHEREAS, an increase in the federal minimum wage
  2  8 would be a significant boost to the standard of living
  2  9 of millions of families; NOW THEREFORE,
  2 10    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  2 11 SENATE CONCURRING, That the General Assembly of the
  2 12 State of Iowa urges the members of Iowa's delegation
  2 13 to the United States Congress to support President
  2 14 Clinton's proposal to increase the federal minimum
  2 15 wage to $5.15 per hour over a two-year period; and
  2 16    BE IT FURTHER RESOLVED, That the Chief Clerk of the
  2 17 House of Representatives shall send copies of this
  2 18 resolution to the Governor of the State of Iowa, the
  2 19 President of the United States, the President of the
  2 20 United States Senate, the Speaker of the United States
  2 21 House of Representatives, and each member of Iowa's
  2 22 congressional delegation.
