1 1 HOUSE CONCURRENT RESOLUTION NO.
1 2 BY COMMITTEE ON TRANSPORTATION
1 3 (SUCCESSOR TO HCR 16)
1 4 A Concurrent Resolution urging the Congress of the United States
1 5 to quickly develop and approve the proposed national highway
1 6 system.
1 7 WHEREAS, a modern, well-maintained, efficient, and
1 8 interconnected transportation system is vital to the
1 9 economic growth and health, and the global
1 10 competitiveness of our state, and the entire nation;
1 11 and
1 12 WHEREAS, the highway network is the backbone of a
1 13 transportation system for the movement of people,
1 14 goods, and intermodal connectivity; and
1 15 WHEREAS, it is critical to effectively address
1 16 highway transportation needs through appropriate
1 17 transportation plans and program investments; and
1 18 WHEREAS, the 1991 federal Intermodal Surface
1 19 Transportation Efficiency Act established the concept
1 20 of a 155,000-mile national highway system which
1 21 includes the Interstate System; and
1 22 WHEREAS, on December 9, 1993, the United States
1 23 Department of Transportation transmitted to Congress a
1 24 proposed national highway system which identified 104
1 25 port facilities, 143 airports, 191 rail-truck
1 26 terminals, 321 Amtrak stations, and 319 transit
1 27 terminals; and
1 28 WHEREAS, the federal Intermodal Surface
1 29 Transportation Efficiency Act requires that the
1 30 national highway system be approved by September 30,
2 1 1995, before national highway system and interstate
2 2 maintenance funds can be released to the states; and
2 3 WHEREAS, the uncertainty associated with the future
2 4 of the national highway system prevents the states
2 5 from effectively undertaking the necessary and
2 6 properly developed planning and programming activities
2 7 needed to meet the transportation needs of the future;
2 8 NOW THEREFORE,
2 9 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
2 10 SENATE CONCURRING, That the Congress of the United
2 11 States be urged to accelerate the process of
2 12 developing and approving the national highway system.
2 13 BE IT FURTHER RESOLVED, That Iowa's congressional
2 14 delegation be urged to support efforts to ensure
2 15 adoption of the national highway system in a timely
2 16 manner.
2 17 BE IT FURTHER RESOLVED, That copies of this
2 18 Resolution be sent to the Governor, the President of
2 19 the United States, the President of the United States
2 20 Senate, the Speaker of the United States House of
2 21 Representatives, and members of Iowa's congressional
2 22 delegation.
