  1  1    Amend Senate File 2370, as amended, passed, and
  1  2 reprinted by the Senate, as follows:
  1  3    #1.  Page 3, line 29, by inserting after the word
  1  4 "cost-effective." the following:  "For purposes of
  1  5 determining the cost-effectiveness of an energy
  1  6 efficiency plan pursuant to this subsection, any
  1  7 measure of cost-effectiveness shall be analytically
  1  8 derived in terms of reduction in the overall energy
  1  9 expenditures by aggregated energy-using sections of
  1 10 the state economy, and enhancement of direct
  1 11 disposable income, gross domestic product, and new job
  1 12 creation in comparison with those same measures
  1 13 applied to expenditures for conventional energy supply
  1 14 reserves that are displaced by the efficiency measure.
  1 15 These cost-effective indicators shall be analytically
  1 16 derived by multisector econometric analysis conducted
  1 17 by the utilities board.  This analysis shall be
  1 18 revised annually to conform to improved methodologies
  1 19 and to incorporate improved input assumptions as
  1 20 experience is gained and new data becomes available.
  1 21 Energy efficiency plans containing programs designed
  1 22 to accelerate the market transformation of efficiency
  1 23 technologies shall be judged cost-effective on the
  1 24 basis of expected costs and benefits after attaining
  1 25 market acceptance."
