  1  1    Amend House File 2423 as follows:
  1  2    #1.  Page 1, by inserting after line 23 the
  1  3 following:
  1  4    "A tax imposed by any taxing jurisdiction under
  1  5 this subsection shall not take effect until the taxing
  1  6 jurisdiction has successfully negotiated agreements to
  1  7 pay a fee in lieu of taxes which affects at least
  1  8 ninety percent of the tax exempt parcels within the
  1  9 taxing district."
