1 1 Amend House File 2486 as follows:
1 2 #1. Page 24, by inserting after line 3 the
1 3 following:
1 4 "Sec. . LIHEAP FUNDING – DISCONNECTION
1 5 PROHIBITION. It is the intent of the general assembly
1 6 that if the governor determines federal funds are
1 7 insufficient to adequately provide for certification
1 8 of eligibility for the low-income home energy
1 9 assistance program by the community action agencies,
1 10 the Iowa utilities board shall issue an order
1 11 prohibiting disconnection of service from November 1
1 12 through April 1 by a regulated public utility
1 13 furnishing gas or electricity to households whose
1 14 income falls at or below one hundred fifty percent of
1 15 the federal poverty level as established by the United
1 16 States office of management and budget. The board
1 17 shall promptly adopt rules in accordance with section
1 18 17A.4, subsection 2, and section 17A.5, subsection 2,
1 19 paragraph "b", to implement this requirement,
1 20 including procedures for income verification by the
1 21 utilities or their agents."
