The department 6 19 shall, to the fullest extent possible, develop 6 20 cooperative efforts for advertising with contributions 6 21 from other sources. 6 22 c. Welcome center program 6 23 To implement the recommendations of the statewide 6 24 long-range plan for developing and operating welcome 6 25 centers throughout the state and for allocating 6 26 $150,000 for the construction of a new welcome center: 6 27 .................................................. $ 390,000 6 28 6. WORKFORCE DEVELOPMENT DIVISION 6 29 Business consortia and supplier network training: 6 30 .................................................. $ 150,000 6 31 Funds appropriated in this section shall be 6 32 transferred to the workforce development fund and used 6 33 for training directed at specific needs of businesses 6 34 involved with business consortia and supplier 6 35 networks. 6 36 Sec. 2. Notwithstanding section 15E.120, 6 37 subsections 5, 6, and 7, and section 15.287, there is 6 38 appropriated from the Iowa community development loan 6 39 fund all the moneys available during the fiscal year 6 40 beginning July 1, 1996, and ending June 30, 1997, to 6 41 the department of economic development for the rural 6 42 development program to be used by the department for 6 43 the purposes of the program. 6 44 Sec. 3. Notwithstanding section 15.251, subsection 6 45 2, there is appropriated from the job training fund to 6 46 the department of economic development for the fiscal 6 47 year beginning July 1, 1996, and ending June 30, 1997, 6 48 the following amount, or so much thereof as is 6 49 necessary, to be used for the purpose designated: 6 50 For administration of chapter 260E, including 7 1 salaries, support, maintenance, miscellaneous 7 2 purposes, and for not more than the following full- 7 3 time equivalent positions: 7 4 .................................................. $ 160,000 7 5 ............................................... FTEs 2.40 7 6 Appropriations to the department of economic 7 7 development for administration of chapter 260E and the 7 8 department of employment services for the target 7 9 alliance program shall be funded on a proportional 7 10 basis if receipts to the job training fund are 7 11 insufficient to fund both appropriations in their 7 12 entirety. 7 13 Sec. 4. Of all funds appropriated to or receipts 7 14 credited to the job training fund created in section 7 15 260F.6, subsection 1, $125,000 and not more than 1.30 7 16 FTEs may be used for the administration of job 7 17 training programs. 7 18 Sec. 5. There is appropriated from the general 7 19 fund of the state to the Iowa seed capital corporation 7 20 fund established in section 15E.89, for the fiscal 7 21 year beginning July 1, 1996, and ending June 30, 1997, 7 22 the following amount, or so much thereof as is 7 23 necessary, for not more than the following full-time 7 24 equivalent positions and for the purposes of the 7 25 corporation: 7 26 .................................................. $ 330,275 7 27 ............................................... FTEs 5.00 7 28 It is the intent of the general assembly that the 7 29 current manner in which seed capital investments are 7 30 managed shall be changed by July 1, 1998. The 7 31 department of economic development board shall appoint 7 32 an advisory committee to make recommendations for 7 33 managing seed capital investments after July 1, 1998. 7 34 The committee shall report to the joint appropriations 7 35 subcommittee on economic development by December 1, 7 36 1996, regarding its recommendations. 7 37 Sec. 6. Upon payment in full of a certificate of 7 38 participation or other obligation issued to fund a job 7 39 training program under chapter 260E, the community 7 40 college providing the job training program shall 7 41 notify the department of revenue and finance and the 7 42 department of management of the amount paid by the 7 43 employer or business to the community college to 7 44 retire the certificate during the previous twelve 7 45 months. Twenty-five percent of that amount shall be 7 46 appropriated each quarter of the fiscal year beginning 7 47 July 1, 1996. If the actual amount of withholding 7 48 from the business or employer during the fiscal year 7 49 beginning July 1, 1996, is insufficient, the quarterly 7 50 appropriation shall be prorated. The maximum amount 8 1 from all employers which shall be transferred to the 8 2 workforce development fund during the fiscal year is 8 3 ten million dollars. 8 4 Sec. 7. There is allocated from the workforce 8 5 development fund established in section 15.343, for 8 6 the fiscal year beginning July 1, 1996, and ending 8 7 June 30, 1997, the sum of $50,000. The department of 8 8 economic development shall award these funds for 8 9 productivity enhancement projects through a request 8 10 for proposal process. 8 11 Sec. 8. There is appropriated from the general 8 12 fund of the state to the Iowa state university of 8 13 science and technology for the fiscal year beginning 8 14 July 1, 1996, and ending June 30, 1997, the following 8 15 amounts, or so much thereof as is necessary, to be 8 16 used for the purposes designated: 8 17 1. For funding and maintaining in their current 8 18 locations the existing small business development 8 19 centers, and for not more than the following full-time 8 20 equivalent positions: 8 21 .................................................. $ 1,216,245 8 22 ............................................... FTEs 46.42 8 28 It is the intent of the general assembly that the 8 29 incentive program focus on Iowa industrial sectors and 8 30 seek contributions and in-kind donations from 8 31 businesses, industrial foundations, and trade 8 32 associations and that moneys for the institute for 8 33 physical research and technology industrial incentive 8 34 program shall only be allocated for projects which are 8 35 matched by private sector moneys for directed contract 8 36 research or for nondirected research. The match 8 37 required of small businesses as defined in section 8 38 15.102, subsection 4, for directed contract research 8 39 or for nondirected research shall be $1 for each $3 of 8 40 state funds. The match required for other businesses 8 41 for directed contract research or for nondirected 8 42 research shall be $1 for each $1 of state funds. The 8 43 match required of industrial foundations or trade 8 44 associations shall be $1 for each $1 of state funds. 8 45 Iowa state university shall report annually to the 8 46 joint economic development subcommittee of the senate 8 47 and house appropriations committees the total amounts 8 48 of private contributions, the proportion of 8 49 contributions from small businesses and other 8 50 businesses, and the proportion for directed contract 9 1 research and nondirected research of benefit to Iowa 9 2 businesses and industrial sectors. 9 3 Notwithstanding section 8.33, moneys appropriated 9 4 for any fiscal year which remain unobligated and 9 5 unexpended at the end of the fiscal year shall not 9 6 revert but shall be available for expenditure the 9 7 following fiscal year. 9 8 3. For the research park: 9 9 .................................................. $ 370,000 9 10 Sec. 9. There is appropriated from the general 9 11 fund of the state to the state university of Iowa for 9 12 the fiscal year beginning July 1, 1996, and ending 9 13 June 30, 1997, the following amounts, or so much 9 14 thereof as is necessary, to be used for the purposes 9 15 designated: 9 16 1. For funding the advanced drug development 9 17 program at the Oakdale research park and for not more 9 18 than the following full-time equivalent positions: 9 19 .................................................. $ 319,169 9 20 ............................................... DEPARTMENT OF EMPLOYMENT SERVICES. FTEs 32.15 10 36 Notwithstanding section 8.33, moneys committed to 10 37 grantees under contract under the conservation corps 10 38 that remain unexpended on June 30 of the fiscal year 10 39 shall not revert to any fund but shall be available 10 40 for expenditure for purposes of the contract during 10 41 the succeeding fiscal year. 10 42 The department shall ensure that the workforce 10 43 investment program is coordinated with services 10 44 provided under the federal Job Training Partnership 10 45 Act and that welfare recipients receive priority for 10 46 services under both programs. 10 47 Notwithstanding section 8.33, moneys committed to 10 48 grantees under contract that remain unexpended at the 10 49 end of the fiscal year under the workforce investment 10 50 program shall not revert to any fund but shall be 11 1 available for expenditure for purposes of the contract 11 2 during the succeeding fiscal year. 11 3 4. For salaries, support, maintenance, and 11 4 miscellaneous purposes for collection of labor market 11 5 information: 11 6 .................................................. $ 173,250 11 7 5. Notwithstanding section 15.251, 11 22 subsection 2, there is appropriated from the job 11 23 training fund to the department of employment services 11 24 for the fiscal year beginning July 1, 1996, and ending 11 25 June 30, 1997, the following amount, or so much 11 26 thereof as is necessary, to be used for the purpose 11 27 designated: 11 28 For the target alliance program: 11 29 .................................................. $ 30,000 11 30 Sec. 13. ADMINISTRATIVE CONTRIBUTION SURCHARGE 11 31 FUND. There is appropriated from the administrative 11 32 contribution surcharge fund of the state to the 11 33 department of employment services for the fiscal year 11 34 beginning July 1, 1996, and ending June 30, 1997, the 11 35 following amount, or so much thereof as is necessary, 11 36 for the purposes designated: 11 37 DIVISION OF JOB SERVICE 11 38 Notwithstanding section 96.7, subsection 12, 11 39 paragraph "c", for salaries, support, maintenance, 11 40 conducting labor availability surveys, miscellaneous 11 41 purposes, and for not more than the following full- 11 42 time equivalent positions: 11 43 .................................................. $ 6,310,000 11 44 ............................................... However, 11 48 the fee can be taxed as a cost and paid by the losing 11 49 party, except in cases where it would impose an undue 11 50 hardship or be unjust under the circumstances. 12 1 Sec. 14. EMPLOYMENT SECURITY CONTINGENCY FUND. 12 2 There is appropriated from the special employment 12 3 security contingency fund to the department of 12 4 employment services for the fiscal year beginning July 12 5 1, 1996, and ending June 30, 1997, the following 12 6 amounts, or so much thereof as is necessary, for the 12 7 purposes designated: 12 8 1. DIVISION OF LABOR SERVICES 12 9 For salaries, support, maintenance, and 12 10 miscellaneous purposes: 12 11 .................................................. $ 296,000 12 12 2. There 12 19 is appropriated from the general fund of the state to 12 20 the public employment relations board for the fiscal 12 21 year beginning July 1, 1996, and ending June 30, 1997, 12 22 the following amount, or so much thereof as is 12 23 necessary, for the purposes designated: 12 24 For salaries, support, maintenance, miscellaneous 12 25 purposes, and for not more than the following full- 12 26 time equivalent positions: 12 27 .................................................. $ 777,164 12 28 ............................................... FTEs 12.80 12 29 Sec. 16. There is appropriated from the general 12 30 fund of the state to the Iowa finance authority for 12 31 the fiscal year beginning July 1, 1996, and ending 12 32 June 30, 1997, the following amount, or so much 12 33 thereof as is necessary, to be used for the purpose 12 34 designated: 12 35 For deposit in the housing improvement fund created 12 36 in section 16.100 for purposes of the fund: 12 37 .................................................. $ 100,000 12 38 Sec. 17. FEDERAL GRANTS. All federal grants to 12 39 and the federal receipts of agencies appropriated 12 40 funds under this Act, not otherwise appropriated, are 12 41 appropriated for the purposes set forth in the federal 12 42 grants or receipts unless otherwise provided by the 12 43 general assembly. 12 44 Sec. 18. Section 15.108, subsection 1, paragraph 12 45 d, Code 1995, is amended by striking the paragraph. 12 46 Sec. 19. Section 15.313, subsection 2, Code 1995, 12 47 is amended by adding the following new paragraphs: 12 48 NEW PARAGRAPH. g. The entrepreneurs with 12 49 disabilities program, which provides technical and 12 50 financial assistance to help persons with disabilities 13 1 become self-sufficient and create additional 13 2 employment opportunities by establishing or expanding 13 3 small business ventures. 13 4 NEW PARAGRAPH. h. The disabled job opportunities 13 5 program, which provides service and technical 13 6 assistance to rehabilitation organizations or agencies 13 7 that create, expand, or spin off business ventures for 13 8 persons with disabilities. 13 9 Sec. 20. Section 15.343, subsection 1, paragraph 13 10 c, Code Supplement 1995, is amended by striking the 13 11 paragraph and inserting in lieu thereof the following: 13 12 c. Moneys appropriated to the fund by the general 13 13 assembly. 13 14 Sec. 21. Section 15E.112, subsection 1, Code 1995, 13 15 is amended to read as follows: 13 16 1. A value-added agricultural products and 13 17 processes financial assistance fund is created within 13 18 the state treasury under the control of the 13 19 department. The fund shall consist of any money 13 20 appropriated by the general assembly and any other 13 21 moneys available to and obtained or accepted by the 13 22 department from the federal government or private 13 23 sources for placement in the fund.Until July 1,13 242000, moneys shall be deposited in the fund as13 25provided in section 423.24. Not more than one percent13 26of the total moneys available to support value-added13 27agricultural products and processes pursuant to13 28section 423.24 during each quarter shall be used by13 29the department for administration of the value-added13 30agricultural products and processes financial13 31assistance program, as provided in section 15E.111.13 32 The assets of the fund shall be used by the department 13 33 only for carrying out the purposes of section 15E.111. 13 34 Sec. 22. Sections 15E.81 through 15E.94, Code 13 35 1995, are repealed. 13 36 Sec. 23. Section 422.16A, Code Supplement 1995, is 13 37 repealed. 13 38 Sec. 24. Notwithstanding sections 15.108, 15.224 13 39 through 15.230, 15.347, 15.348, and 239.22, the 13 40 department of employment services shall administer the 13 41 following programs: job training partnership Act, 13 42 Iowa conservation corps, americorps, mentoring for 13 43 PROMISE JOBS, food stamp employment and training, and 13 44 the labor/management co-op programs. 13 45 Sec. 25. The Iowa quality coalition shall revert 13 46 to the Wallace technology transfer fund by August 1, 13 47 1996, all funds remaining unexpended on the effective 13 48 date of this Act which have been appropriated to the 13 49 Iowa quality coalition. 13 50 Sec. 26. Section 22 of this Act, being deemed of 14 1 immediate importance, takes effect upon enactment. 14 2 Sec. 27. Sections 17 and 20 of this Act take 14 3 effect July 1, 1998." 14 4 #2.
