  1  1    Amend Senate File 146 as follows:
  1  2    #1.  Page 1, by inserting before line 1 the
  1  3 following:
  1  4    "Section 1.  Section 12.32, subsection 1, Code
  1  5 1995, is amended to read as follows:
  1  6    1.  "Eligible borrower" means any person who is in
  1  7 the business or is entering the business of producing,
  1  8 processing, or marketing horticultural crops, or
  1  9 nontraditional crops, or nontraditional livestock in
  1 10 this state, including but not limited to the breeding
  1 11 or training of Iowa-foaled horses and Iowa-whelped
  1 12 dogs which are involved in racing at a facility
  1 13 licensed pursuant to chapter 99D.
  1 14    Sec.    .  Section 12.33, subsection 1, Code 1995,
  1 15 is amended by adding the following new paragraph:
  1 16    NEW PARAGRAPH.  c.  That there is an increasing
  1 17 expansion of nontraditional livestock production which
  1 18 promises new opportunities for agricultural animal
  1 19 producers, creates new value-added products, and
  1 20 ensures greater diversity in agricultural production.
  1 21    Sec.    .  Section 12.33, subsections 2 and 3, Code
  1 22 1995, are amended to read as follows:
  1 23    2.  The linked investments for tomorrow program
  1 24 provided for in this division is intended to provide
  1 25 statewide availability of lower cost funds for lending
  1 26 purposes that will stimulate existing or encourage new
  1 27 businesses in the area of producing, processing, or
  1 28 marketing horticultural or crops, nontraditional
  1 29 crops, or nontraditional livestock, including but not
  1 30 limited to the breeding or training of Iowa-foaled
  1 31 horses and Iowa-whelped dogs which are involved in
  1 32 racing at a facility licensed pursuant to chapter 99D.
  1 33    3.  It is the public policy of the state through
  1 34 the linked investments for tomorrow program to create
  1 35 an availability of lower cost funds to inject needed
  1 36 capital into the business of producing, processing, or
  1 37 marketing horticultural crops, or nontraditional
  1 38 crops, or nontraditional livestock, including but not
  1 39 limited to the breeding or training of Iowa-foaled
  1 40 horses and Iowa-whelped dogs which are involved in
  1 41 racing at a facility licensed pursuant to chapter 99D.
  1 42    Sec.    .  Section 12.34, subsection 2, Code 1995,
  1 43 is amended to read as follows:
  1 44    2.  The treasurer shall adopt rules pursuant to
  1 45 chapter 17A to implement this division including, but
  1 46 not limited to, rules identifying horticultural crops,
  1 47 and nontraditional crops, and nontraditional
  1 48 livestock, including but not limited to the breeding
  1 49 or training of Iowa-foaled horses and Iowa-whelped
  1 50 dogs which are involved in racing at a facility
  2  1 licensed pursuant to chapter 99D, for which the linked
  2  2 investments may be loaned.
  2  3    Sec.    .  Section 12.35, subsection 1, Code 1995,
  2  4 is amended to read as follows:
  2  5    1.  An eligible lending institution that desires to
  2  6 receive a linked investment shall accept and review
  2  7 applications for loans from eligible borrowers.  The
  2  8 lending institution shall apply all usual lending
  2  9 standards to determine the credit worthiness of each
  2 10 eligible borrower.  Loan applications shall be for the
  2 11 purchase or lease of land, machinery, equipment, seed,
  2 12 fertilizer, direct marketing facilities, or new or
  2 13 expanding production, processing, or marketing
  2 14 facilities for horticultural crops, or nontraditional
  2 15 crops, or nontraditional livestock, including but not
  2 16 limited to the breeding or training of Iowa-foaled
  2 17 horses and Iowa-whelped dogs which are involved in
  2 18 racing at a facility licensed pursuant to chapter 99D.
  2 19 The maximum size of a loan is two hundred thousand
  2 20 dollars per borrower for a production loan and five
  2 21 hundred thousand dollars for processing or marketing
  2 22 facilities."
